SUMMARY The fundamental aim of this research, how his title indicates, is to do one analysis of the Agrarian Politics of the Valencian Generality since the year 1983 to the 1989. In other words, it tries to analyse the intervention of the Valencian Generality and, in concrete, of the Council of Agriculture and Fishing (GV-CAP) , in the agrarian activity. This analysis of the intervention of the GV-CAP, is focused in the following questions: 1.- Which degree of decentralisation or of autonomy has the Valencian Generality and the Council of Agriculture and Fishing in the Spanish State? 2.- How they have done the budgets of the Council of Agriculture and Fishing? It is related all this with the political program of the party of the government? Which has been the rule developed in this period? 3.- How they influence the groups of agrarian pressure and the opposition to the party in the government in the preparation of the budgets and the normative? 4.- Which is the efficiency and efficacy of the Valencian agrarian administration? The organic structure of the Council of Agriculture and Fishing, is the most suitable with regard to the efficiency and the efficacy? It will require not losing of view the economic and institutional factors that affect to the Valencian Agrarian Politics to answer to these questions. Like this it will be necessary: 1.- Look the characteristic economic-sociostructurals of the Valencian agriculture. 2.- Offer .A panoramic of how the distinct political agents (Parties and Agrarian Unions) have characterised the Valencian agrarian economy. 3.- Study the three main spheres of performance of the Valencian Generality in agrarian matter: the normative, by means of the regulations generated by the Corts Valencian and the Council of Agriculture and Fishing; the functional, by means of the study of the evolution of the structure of the Council; and finally, the financial, by means of the analysis of the budgets.
