Abstract Urban strategic planning carried out in big cities/ metropolitan areas is a case study which gathers the specific problems of the strategical planning, together with the interactions produced by the human factors, whenever it performs formal political functions within a complex context. This context is rooted in the enormous wealth of different institutions witch are focused on their main task within a metropolitan setting. In this thesis the construction of a model witch tries to explain the degree of success achieved by the urban strategic planning depending on the values of independent variables is presented.
