Summary

The Thesis analyzes the PGOU1 (the regulation of land and town planning). This Plan insist on the new urban planning in the Murcia city town, leading to his "third urban definition", this defies the "urbis forms", previous, medieval and baroque. In the plan is added the open term, the spacious character where the private space is lower than the public space, and in which this kind of interest result predominant. Ribas Piera put in order the whole territory, with more than 50 small nucleuses. In the plan is studied the historical evolution, the results, the determining factors about Murcia future development and the validity of this model. It connects with the foundational premises of the contemporary town planning. La Sarraz and Athens Letter declaration, and incorporate the active leisure concept. It finishes with a pragmatic and possibilistic way of acting, ending around 1970 .Clearly defined as an interventionist, the plan is structured as a program and as regulation plan.  The development plans and execution is done for the municipal initiative, which assume the plan as public function. Reorganizing the city town in an uniform and homogeneous way in the typologies, consolidating the big enlarge and the vertebrate roads of the future development. The study has as well a big quantity of green areas and public equipments and it is included between the political and legislative transition documents, and represent one of the first applications, scrupulous, of the 1975 law, who is connected with the contemporaneous  urbanism, because his formulation derive of the Land laws. This adjusts as well, in a way more "free" in a principles and concepts which are the result of a big debate about the city town. The main objective is to transform a backward city, in a central city in the regional field.
