[EN] We evaluate the potential impacts and measure the potential limits of adaptation of agri culture to climate change. Pressures on land and water resources are expected to intensify existing risks in low latitude areas – e.g., South-East Asia deltas – and in regions with current water scarcity – e.g. Mediterranean, and create new opportunities in some northern temperate areas – e.g., Northern Russia, Northern Europe. The need to respond to these risks and opportunities is addressed by evaluating the costs and benefits of a number of technical and policy actions. The discussion aims to assist stakeholders facing the adaptation challenge and develop measures to reduce the vulnerability of the sector to climate change.; [ES] Evaluamos impactos y medidas de adaptación potenciales de la agricultura frente al cambio climático. Se proyecta una gran intensificación de las presiones sobre los recursos hídricos y la capacidad productiva en regiones de latitudes bajas – por ejemplo los deltas del Sureste de Asia y en países Mediterráneos. Por otra parte se proyectan oportunidades en regiones de zonas templadas – por ejemplo el norte de Rusia y el norte de Europa. Analizamos un serie de medidas técnicas y de regulación como respuesta de adaptación a estos riesgos y oportunidades, que pueden ser útiles para que los grupos de interés desarrollen medidas para reducir la vulnerabilidad del sector agrario al cambio climático.

[EN] Following their introduction in 1992,direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States.; [ES] Desde su introducción en 1992, las ayudas directas se han perfilado como uno de los principales instrumentos de apoyo al sector agrario de la UE. Este trabajo analiza potenciales escenarios de convergencia de las ayudas directas en la PAC post-2013. Se utiliza para ello el modelo CAPRI, que permite representar el funcionamiento de los mercados agroalimentarios a escala global así como incorporar las medidas de política agraria a nivel regional. Los resultados indican que un pago único más nivelado tendría impactos mínimos a nivel global de la UE pero conllevaría efectos redistributivos considerables, tanto entre regiones como entre Estados Miembros.

[EN] FAO measure of undernourishment is calculated based on three main parameters: dietary energy supply (DES), minimum dietary energy requirement (MDER), and the coefficient of variation of dietary energy consumption (CV). In the current implementation of this methodology, the DES and the MDER change over time, as would be expected. The CV, however, remains constant. However, we expect the CV to change over time and be a function of income and prices. This paper discusses why the CV should change in response to changes in these variables, and suggests a practical way to estimate changes in the CV over time in the absence of survey data.; [ES] La FAO estima el número de personas que pasan hambre sobre la base de tres parámetros principales: el suministro de energía alimentaria (SEA), el requisito mínimo de energía alimentaria (MDER), y el coeficiente de variación del consumo de energía alimentaria (CV). Mientras que los dos primeros evolucionan con el tiempo y siguen una trayectoria coherente con la teoría económica, el CV se mantiene constante en la estimación. El objetivo de este trabajo es justificar el carácter dinámico del CV y presentar un método práctico para estimar su evolución temporal, cuando no se dispone de datos provenientes de encuestas nacionales.

[EN] In this paper we analyse the economic impact of alternative water management instruments that allow addressing the problem of non-renewable groundwater pumping in the aquifers of the Guadalentín Valley (southeast Spain). Their impact is assessed using a partial equilibrium mathematical programming model that maximises the farm net margin resulting from the use of the available water resources for irrigation in the area. Our results show that the buyback of groundwater pumping rights is the option with the greatest public budgetary cost and economic impact. On the contrary, the combination of an environmental tax on groundwater pumping and the substitution of groundwater by subsidised desalinised water allow eliminating aquifer overdraft in the area while minimising the public budgetary cost and the economic impact on the agricultural sector.; [ES] Este trabajo analiza el impacto económico del uso de diferentes instrumentos de gestión del agua para eliminar la sobreexplotación en los acuíferos del Valle del Guadalentín (cuenca del Segura). Dicho impacto se evalúa, con un enfoque de equilibrio parcial, mediante un modelo de programación matemática que maximiza el margen neto derivado de utilizar las diferentes fuentes de suministro de agua disponibles en la zona para el regadío. Nuestros resultados muestran cómo la compra de derechos de aguas subterráneas es la opción con mayor coste para la Administración e impacto económico. Por el contrario, la combinación de una tasa sobre las extracciones de aguas subterráneas y la sustitución de éstas por agua desalada subvencionada permiten eliminar la sobreexplotación de los acuíferos compatibilizando la contención del coste presupuestario con la minimización del impacto sobre el sector agrario.

[EN] As opposed to the traditional Marshallian Industrial District, the Rural District becomes a new concept for territorial development thanks to the qualitative changes of population occurring since 1970 in developed countries and since 1980 in Spain and Castilla-La Mancha. The urban areas are decreasing in importance and the urban hierarchy and center-periphery relations evolved into less hierarchic and multipolar relations. Rural-rural movements occurred in rural environments, from minor cores to region cores and/or higher populated cores as a reproduction of a center-periphery model at rural territorial level.; [ES] Derivando del tradicional Distrito Industrial Marshalliano, el Distrito Rural se introduce como nuevo concepto para el desarrollo territorial debido al cambio cualitativo poblacional que desde 1970 se produce en los países desarrollados y desde los años ochenta en España y Castilla-La Mancha. Las zonas urbanas perdieron peso y la jerarquía urbana y las relaciones centro-periferia cambiaron hacia otras menos escalonadas y multipolares. En el medio no-urbano surge el movimiento rural-rural, de los núcleos de menor dimensión hacia las cabeceras comarcales y/o núcleos de mayor población más próximos, en una reproducción de un modelo centro-periferia en el nivel territorial rural.
