En algunos casos, se ha sacrificado la calidad de la educación superior a costa de la inclusión, a través de la expansión matricular  obviando las tradicionales pruebas de selección basadas en competencias académicas, y sustituyéndolas por intereses vocacionales y de tipo congnitivo. Producto de la necesidad de garantizar la calidad educativa, surge el Ciclo de Iniciciación Universitaria (CIU) como un  programa que combina competencias académicas necesarias para cursar estudios universitarios y aspectos personales considerados importantes para aprobar y persistir.
