UNIVERSITAT POLITÈCNICA DE VALÈNCIA DEPARTAMENTO DE PROYECTOS DE INGENIERÍA TESIS DOCTORAL Toma de decisión en los acuíferos de la Cuarta Región de Chile, mediante la aplicación de la técnica AHP de análisis multicriterio de decisiones Valencia, Febrero 2013 Dirigida por Dr. D. Juan Pascual Pastor Ferrando Realizada por D. Alejandro Ramírez Guardia ABSTRACT This paper addresses the problem of groundwater in the fourth region of Chile. The problem of water resources and their scarcity has led to specialists, related agencies responsible for management of water resources, academics and the wider community to engage in debate about the type of extraction to be done to meet the demand for part of the community in general and the other of the mining and agricultural sectors, which constitute two major poles of development in the region. Recent records have shown that reservoir levels are below the historical capacity due, among other variables at the climatic changes experienced not only regionally but globally, and also the visible decrease in rainfall records, which has affected major watersheds in the region. In this situation this paper discusses the problem with the methodology of the Analytic Hierarchy Process (AHP) to support multicriteria decision making. The model is divided into six levels, considering the decision criteria for decision making, the decision makers involved, the affected groups around the problem, the most important goals to reach for the solution, and finally the two alternatives proposed. Exploiting existing aquifers or aquifer explore and exploit new. We have collected the views of twenty experts from different sectors are directly or indirectly to the subject of water resources in the region regarding the possible alternative groundwater extraction in response to the deficit of surface water.
