SUMMARY It was made a study to assess the nature of the problem of under-diagnosis of occupational diseases in Colombia, based on epidemiological information available on the Ministry of Social Welfare under the theory of complexity, using two major tools such as foresight of Godet and System Dynamics. The study focused on two dimensions that are considered basic problem: The first game on the players and the variables involved, and the relationships that are woven into this scenario, taking as reference system the General System of Occupational Hazards -- SGRP, "The second dimension focused specifically on administrative procedures established for medical diagnosis or definition of the origin of the disease, taking the process of diagnosis as the reference system. Based on the premise that the SGRP is in crisis, so is required before a policy review and adjustment, the prospective study was performed with real actors representing each one of the entities involved to play a role in the process of diagnosis and management of the disease. Six strategic scenarios were generated, which once evaluated by the experts resulted in four possible future scenarios, from which was defined the best one and three possible routes to get to it. From the prospective exercise, there are a number of strategies to be implemented around the problem of diagnosing the disease for the better functioning of the SGRP. Once developed the causal model identified, the most influence on the part of the core elements and developed some strategies to start searching for solutions to enhance the process of diagnosing the disease.
