ABSTRACT

But on the other hand, the current situation riddled with conflicts places of ethnic origin in many cases, in other cases due to historical questions of geographical delimitings and placed in countries of scanty economic resources  And certainly salesmen technologically speaking about the superpowers, as well as the appearance of terrorist movements organized worldwide and endowed with sufficient support and infrastructure as to accede to technology with destructive important capacity, they make consider the experts and political officers to be the need and the usefulness  of supporting structures of the Civil Defense capable of giving response to this type of incidents.

      The present doctoral thesis possesses two fundamental assignments to assemble in the unique document the basic information relative to the possible use, consequences and way of acting for the Civil Defense in case of the utilization of weapon NBQ from any origin, including an exhaustive study of bibliographical references and additional sources of information and the second assignment that is the practical application in the city of Valencia of an analytical instrument capable of predicting and estimating the consequences of the use of one of this weapon on the civil population, concretly would treat itself about the use on the part of a terrorist group of a " dirty bomb " Composed by conventional explosives and a radioactive source of sanitary origin of Co60. For this simulation, there are in use systems and codes developed by the Federal Agencies of the United States of America and specializing international organizations.
