[ES] El sector del gas natural en general, y del gas natural licuado en particular, está en un constante
crecimiento debido al notable peso que ha adquirido este combustible en el suministro eléctrico
de la actualidad. Esto se ve plasmado en la cantidad de infraestructuras que se han diseñado y
construido a lo largo de las últimas décadas y cuyo objetivo consistía en incentivar esta forma de
consumo. Además, la alta flexibilidad y largo alcance del sistema de suministro facilita en gran
medida el servicio a prestar.
En las plantas de regasificación se lleva a cabo un proceso cuyo principal objetivo consiste en
vaporizar el gas natural licuado que se les suministra, obteniéndolo entonces en estado gas, y
verterlo así a la red de distribución para su posterior consumo por la población. Este proceso está
compuesto por diferentes etapas: descarga, almacenamiento, bombeo y relicuación,
regasificación, medición y regulación y odorización.
Debido a las singulares propiedades del gas natural licuado (inodoro, criogénico, más ligero que el
agua, etc.) y la complejidad de los procesos a desarrollar en la planta, se ha de llevar a cabo un
análisis de riesgos que garantice la seguridad de los dispositivos de la instalación y el equipo de
trabajo mediante la identificación, evaluación, priorización y corrección o prevención de los más
que posibles contratiempos que se puedan originar.
Para realizar el análisis de riesgos, se ha seleccionado la técnica que más se adapta al objeto de
estudio, siendo esta el FMEA de proceso. La investigación en la elección de la metodología idónea
para la optimización de la seguridad de la planta ha sido basada en la normativa UNE-EN
31010/2011, documento donde se describen todas las técnicas existentes y sus principales
características (utilización, fortalezas y limitaciones, elementos de entrada, etc.).
A modo de resumen, este trabajo reúne una gran cantidad de información referente a las
operaciones realizadas en una planta satélite de gas natural licuado y su respectivo incremento de
la seguridad, subrayando la extensa consulta de la legislación vigente, así como las normativas y
reglamentos que aplican a esta instalación y sector de trabajo.

[EN] The natural gas sector in general, and the liquefied natural gas sector in particular is constantly
growing due to the significant relevance that this fuel has acquired in today’s electricity supply.
This can be seen in the number of infrastructures that have been designed and built over the last
decades with the purpose of encouraging this form of consumption. Furthermore, the great
flexibility and long range of the supply system greatly facilitates the service to be provided.
A process is carried out in the regasification plants whose main goal is to vaporize the liquefied
natural gas which has been supplied to them. It is obtained in gaseous state, and it is then poured
into the distribution network in order to be consumed by the population. This process consists of
the following stages: unloading, storage, pumping and reliquefaction, regasification, measuring,
regulation, and odorization.
Because of the unique properties of liquefied natural gas (which is odorless, cryogenic, lighter
than water etc.) and the complex processes that have to be developed in the plant, a risk analysis
should be carried out to ensure the safety of the installation devices and the work equipment by
identifying, evaluating, prioritizing and correcting or preventing any mishaps that may occur.
In order to carry out the previously mentioned risk analysis, the technique that best suits the
object of study has been chosen, being the process FMEA. The research in the selection of the
ideal methodology for the optimization of the safety of the plant has been based on the UNE-EN
31010/2011 normative, a document in which all of the existing techniques and their main
characteristics (use, strengths and limitations, input elements etc.) are described.
To summarize, this paper includes a large amount of information concerning the operations
carried out in a satellite LNG plant as well as their respective safety increase, highlighting the
extensive consultation of the current legislation, as well as the standards and regulations that are
applied to this facility and job sector.
