La institución Patrimonial Chilena y su Programa Patrimonial.Un estudio de caso comparativo

Abstract

[ES] Desde sus inicios la Institucionalidad Patrimonial chilena está concentrada en diversos organismos estatales, quiénes han efectuado el cuidado y protección del Patrimonio Cultural del país. Durante el año 2003, tras la aprobación de la Ley Nº 19.891 comienza un nuevo proceso de reforma de la Institución Cultural de la República de Chile. Dicha iniciativa no ha generado grandes cambios para la mejora institucional, ya que aún posee varias regencias administrativas, lo cual ha ocasionado progresivamente descoordinaciones intersectoriales e interinstitucionales, siendo el máximo perjudicado el Patrimonio Cultural. De este modo se ha decidido investigar comparativamente el estado actual del Sistema Patrimonial Nacional junto a sus Programas y Políticas Públicas, con sus pares Sudamericanos y un integrante de El Caribe. Por medio de la investigación y el análisis cualitativo se puede inferir que los países con sólida configuración institucional pueden propiciar de manera íntegra la salvaguarda y puesta en valor de los bienes patrimoniales, así también la reivindicación de los pueblos, valores y derechos culturales. Finalmente se estructuran y proponen desafios y oportunidades que conserva Chile para el levantamiento de una posbile Institucionalidad Patrimonial autónoma

[EN] From the beginning the Chilean Patrimonial Institutonality focuses on different government organization taking care of the safety and wellness of the culture. During 2003, after the approve of the 19891 law, a new process begins of the Cultural Institution of the Republic of Chile. Such initiative has generated big changes for a better institution as it possess administrative regencies which progressively has trigger intersectoral and interinstitutional problems being the worst affected the cultural patrimony. That being the case it has been decided to comparatively investigate the current state of the National Patrimonial System along with its public programs and policies, together with its South American and Caribbean partners. Through this investigation and analysis, it can be deduced that countries with solid institutional configuration can provide in a valid way the wellness of the patrimonial goods, also the vindication of the cultural populations, values and rights. Finally challenges and opportunities are being structured keeping the country for the rising of a possible autonomous patrimonial institutionality
