Protocolo de actuación en la gestión e intervención municipal de los centros históricos. La gestión de la oficina del centro histórico de Xàtiva

[ES] El presente Trabajo Final de Máster (TFM) tiene como objetivo principal plantear un protocolo de actuación en la gestión e intervención de los centros históricos, centrando la atención en el Centro Histórico de Xàtiva, declarado Conjunto- Histórico el 25 de junio de 1982 e inscrito en el Inventario General de Patrimonio Cultural Valenciano como Bien de Interés Cultural en la categoría de Conjunto Histórico. El TFM se ha basará en las directrices del Plan Especial de Protección del Casco Histórico de Xàtiva, que en la actualidad se encuentra en la última fase de la tramitación administrativa previa a su aprobación definitiva, y en la ordenación urbanística vigente del municipio, el Plan General de Ordenación Urbana de Xàtiva, aprobado el 29 de marzo del 2000. Se analizará, desde la administración local, la dificultad que tiene la correcta gestión del patrimonio, concretamente en lo que respecta a la solicitud de licencias de obra, el desarrollo de órdenes de ejecución, las declaraciones de ruina de los inmuebles ubicados en los centros históricos. Entendiendo que el conocimiento, la planificación y el control constructivo son las pautas fundamentales de una adecuada gestión, se planteará una metodología que facilite y ayude al interesado que pretende intervenir en una vivienda del conjunto histórico artístico, ya que con su actuación se está promoviendo la conservación y mantenimiento de éste. Se desarrollarán un conjunto de fichas técnicas sencillas y al tiempo exhaustivas que informen, orienten y dirijan a las personas promotoras por una parte y que además se pueden convertir en una base de datos para la propia administración local, que le permita conocer el estado y evolución de su patrimonio urbano, la planificación más adecuada de los recursos municipales en función de las necesidades detectadas, conformar unos expedientes completos que cumplan la legislación vigente, prevenir con la información facilitada de posibles infracciones urbanísticas, etc.

[EN] The main objective of this Master's Final Project (TFM) is to propose a protocol of action in the management and intervention of historic centers, focusing attention on the Historic Centre of Xàtiva, declared a Historic Site on 25 June 1982 and registered in the General Inventory of Valencian Cultural Heritage as an Asset of Cultural Interest in the category of Historic Site. The TFM has been based on the guidelines of the Special Plan for the Protection of the Historic Center of Xàtiva, which is currently in the last phase of the administrative processing prior to its final approval, and on the current urban planning of the municipality, the General Plan of Urban Planning of Xàtiva, approved on March 29, 2000. The local administration will analyze the difficulty of the correct management of heritage, specifically with regard to the application for building permits, the development of execution orders, the declarations of ruin of the properties located in the historic centers. Understanding that knowledge, planning and construction control are the fundamental guidelines for proper management, a methodology will be proposed that facilitates and helps the interested party who intends to intervene in a house in the historic-artistic complex, since their action is promoting the conservation and maintenance of the same. A set of simple and at the same time exhaustive technical sheets will be developed that inform, guide and direct the promoters on the one hand and that can also be converted into a database for the local administration itself, which allows it to know the state and evolution of its urban heritage, the most appropriate planning of municipal resources according to the needs detected, to create complete files that comply with current legislation, to prevent possible urban planning infringements with the information provided, etc.
