Situación actual, problemática y posibles mejoras de la administración electrónica en el Ayuntamiento de Aldaia

Abstract

[ES] En el presente trabajo final de grado se va a realizar un análisis sobre la página web del Ayuntamiento de Aldaia con el fin de reflejar el grado de implantación de administración electrónica en el mismo, las principales deficiencias encontradas, y por tanto se llevará a cabo una propuesta de mejora realista y aplicable que trate de subsanar la problemática hallada. Este trabajo sigue una estructura dividida en nueve capítulos. En primer lugar, se define el objeto principal de este trabajo desarrollando los objetivos específicos que surgen del mismo, es decir, aquellas razones por las cuales hemos decidido ponerlo en marcha. En el segundo capítulo hablaremos de la metodología empleada para la realización del análisis de la página web del Ayuntamiento. La técnica principal que hemos utilizado es la Auditoria operativa y de políticas públicas (Más y Ramió. C 1998), así como diferentes métodos y sistemas de información que nos ha parecido interesante nombrar en este apartado. El tercer capítulo se centra en el municipio en el que estamos realizando nuestro estudio, Aldaia. Explicaremos el marco jurídico del Ayuntamiento según su rango de ley, es decir, la manera en que se regulan y controlan las entidades locales, sus competencias, su organización y algunos de sus recursos, además de otros aspectos que puedan resultar destacables. A continuación pasamos a redactar el capítulo cuarto, el cual enmarca jurídicamente la Administración electrónica explicando este concepto de la manera más detallada posible, así como otros aspectos similares que forman parte de la legislación en este ámbito, intentando hacer hincapié en la Administración electrónica en el ámbito local. Posteriormente, en el capítulo cinco, se llevará a cabo el análisis completo de la página web, estudiando todas las áreas por las que se compone, como es su estructura y qué contenido pone a disposición de los ciudadanos. Además, con la ayuda de una plataforma denominada "Análisis 1&1" comprobaremos de manera real cuál es el estado de la página web en cuanto a usabilidad y que cosas deberían mejorarse. Hemos creído conveniente realizar una comparación con la página web del Ayuntamiento de Alzira, y se ha elegido a este municipio por tratarse de una población con aproximadamente el mismo tamaño que Aldaia y por su reconocida y destacada innovación en e-administración. Siguiendo con el capítulo sexto, decidimos enmarcar cuatro aspectos seleccionados como puntos de mejora clara según nuestro criterio. En el capítulo séptimo, detallamos las posibles mejoras para esos cuatro aspectos. Por supuesto, dicho plan de propuesta de mejora irá acompañado con el presupuesto que haya surgido debido a la aplicación de las diferentes medidas y el cual pasaremos a describir en el capítulo ocho. Por último, se termina con una meditación a modo de conclusión final en el capítulo nueve.

[EN] In the present project we´re going to realize an analysis the web page of Aldaia's Town hall, paying particular attention to the implantation of the electronic Administration. In order to reflect the current situation of the Town hall, the principal deficiencies, and there are, to carry out a proposal of realistic and applicable improvement that tries to correct the found problematics. This project is divided in nine chapters. First, we develope the main object of this project, and for consistent, the specific aims that arise from the same one, that is to say, those reasons for which we have decided to start it. In the second chapter, we will speak about the methodology used to realize the analysis in the web of Aldaia's Town hall, studying among other things the way of offering and giving services to the citizen. The third chapter is centred on the municipality on which we realize our study, Aldaia. We will speak about its history, its traditions, its industrial and social expansion, the juridical frame of the Town hall, according to his range of law, that is to say the way in which it is regulated and its controlled in area, the different competences like so the organization by the one that consists, moreover any other aspect that could turn be interesting to stand out. When we know practically everything on the municipality about which we are speaking and his legislation, we found the fourth chapter, which frames juridically the electronic Administration, explaining this concept of an as detailed as possible way, as well as other similar procedures that form a part of the legislation in this area, trying to emphasize in the electronic Administration implanted in Aldaia's municipality concretely. Later, in the chapter five, we are going to do a complete analysis of the web page fram-ing all the areas that compose it¿s how is its structure and with content puts at the dispos-al of the citizens. Also with the help of a platform called " Analysis 1&1 " we will verify in a real way which is the state of the web page and the things that we should improve, we have believed suitably to realize a comparison with the web page of one of the Town halls with major index of and e-administration and development how is the Alzira¿s town hall. Continuing with the sixth chapter, taking into account the current state of the web we are going to frame wich four aspects are pointed as a clear improvement according to our criterion. Continuing with the seventh chapter, we detail the possible improvements for these four aspects. Certainly the mentioned plan of offer of improvement, it will be accompanied with the budget that has arisen due to the application of the different measures and which we are going to frame in the chapter eight. Finally, and having exposed a wide vision on the project, we end this project with a conclusion in the chapter nine.
