Plan de Autoprotección de un Centro de Educación Infantil y Primaria en Valencia

Abstract

El objeto de este Trabajo Fin de Máster es la redacción de un Plan de Autoprotección para un Centro Público de Educación Infantil y Primaria (CEIP) situado en Valencia, así como la propuesta para su correcta implantación en el centro, lo que hará del Plan un documento vivo y eficaz. Previo a la elaboración del Plan, se realiza un análisis de la normativa que afecta a la Autoprotección en CEIP dependientes de la administración pública, tanto a nivel Nacional como Autonómico. Este trabajo se centra en la Comunidad Valenciana, que es donde se ubica el centro objeto del estudio, y que define el marco legal dentro del cual se encuadrará el Plan. Este marco legal, junto con la introducción, justificación y motivación y los objetivos, sirven de punto de partida para la parte académica de trabajo. En esta parte se expondrán además la metodología utilizada para la elaboración del trabajo, y los resultados obtenidos, junto con una propuesta de mejoras para subsanar las incidencias detectadas. El Plan de Autoprotección se desarrolla siguiendo las directrices establecidas en el RD 393/2.007 y su modificación en el RD 1468/2.008. En él se estudian las características del centro y de su entorno, para poder identificar y evaluar los riesgos tanto propios como externos que pueden afectarle y los medios tanto humanos como técnicos que disponen para combatir esos riesgos. Se establecerá también un programa de mantenimiento de las instalaciones y de los medios de protección del centro, orientado a prevenir los riesgos, y un Plan de Actuación ante Emergencias en el que se definirán unos protocolos de actuación frente a una situación de emergencia y el equipo encargado de coordinarlo a través del Organigrama del Equipo de Emergencias, estudiando las disponibilidades de personal y la ocupación del centro a lo largo de toda la franja horaria en la que permanece abierto. Con la implantación del Plan, se busca no sólo la preparación del personal docente, sino abarcar todas las actividades que ocurren dentro del centro y que implican a los alumnos, como es el servicio de comedor o las actividades extraescolares, teniendo de esta manera un Plan personalizado para el centro y sus necesidades, en todas sus franjas horarias. Por otra parte, la implantación también busca una mayor involucración de los alumnos, a través de juegos, y actividades diversas, entre ellas los simulacros, para sensibilizarlos con el tema de las Emergencias y fomentar la cultura de Autoprotección, tan necesaria en la Sociedad.

The goal of this Master's Thesis is drafting an Emergency Plan for a public primary school located in Valencia, as well as the proposal for its correct implementation in the center, which will make the Plan a living and effective document. Prior to the preparation of the Plan, an analysis of the regulations that affect emergency plans in primary schools dependent on public administration is performed, both nationally and regionally. This work focuses on the Valencian Community, which is where the center object of the study is located, and which defines the legal framework which frames the Plan. This legal framework, together with the introduction, justification and motivation and the objectives, serve as a starting point for the academic part of work. In this part, the methodology used to prepare the work, and the results obtained, together with a proposal for improvements for correcting the detected incidents will be presented. The Emergency Plan is developed following the guidelines established in RD 393/2007 and its modification in RD 1468/2008. It studies the characteristics of the center and its environment, to be able to identify and evaluate the risks, both internal and external that may affect them and the human and technical means available to combat these risks. It will also establish a maintenance program for the facilities and means of protection of the center, aimed at preventing risks, and an Action Plan that will define protocols for action in the face of an emergency and the team in charge of coordinating it through the Organizational Chart of the Emergency Team, studying the availability of personnel and the occupation of the center throughout the time slot in which it remains open. With the implementation of the Plan, not only the preparation of the teaching staff is sought, but also encompass all the activities that take place within the center and that involve the students, as is the restaurant service or the extracurricular activities, thus having a Plan personalized for the center and its needs, in all its time slots. On the other hand, the implementation also seeks greater involvement of students, through games, and various activities, including simulations, to raise awareness of the issue of Emergencies and promote the culture of self-protection, so necessary in Society.
