El patrimonio arquitéctonico del centro histórico de Portoviejo (Ecuador): Estudio y análisis para la redacción del catálogo de protección del núcleo central tradicional

Abstract

[ES] El objetivo del presente trabajo final de máster es conocer la realidad actual del patrimonio cultural arquitectónico del centro histórico de Portoviejo y la relación con los diversos factores que han afectado su composición. Se analiza el estado de conservación de este patrimonio construido, profundizando sobre lo acontecido luego del terremoto del 16A , sus consecuencias y los mecanismos de actuación frente al desastre. Se estudia también a nivel central y local la compleja normativa legal inherente al patrimonio edificado, sus diversas reformas a través de leyes, decretos y resoluciones en Ecuador; comprobando además la utilidad de los instrumentos vigentes para la protección del mismo a nivel local, y su respectiva aplicación en el ámbito urbano. En base a los temas estudiados y analizados durante esta investigación, se aporta con la generación de un catálogo para proteger el patrimonio arquitectónico del alterado centro histórico de Portoviejo, proponiendo como lugar de estudio el núcleo central tradicional de esta ciudad, en coherencia con la realidad actual que vive este sector.

[EN] The objective of this final following master's work is to know the reality of the architectural cultural heritage of the historic center of Portoviejo and the relationship with the various factors that have affected its composition. The state of conservation of this built heritage is analyzed, by deepening on what happened after the earthquake on April 16th, 2016; its consequences and the mechanisms of action in the face of disaster. The complete legal regulation of the built heritage, its various reforms through justice, decrees and resolutions in Ecuador was also studied at the central and local levels; also by verifying the usefulness of the current instruments for the protection of the same at the local level, and their respective application in the urban environment. Based on the topics studied and analyzed during this research, it is provided with the generation of a catalog to protect the architectural heritage of the historic center of Portoviejo, by proposing as field study the traditional central core of this city, in coherence with the real reality that happens in this sector

[CA] L’objectiu del present treball de fi de màster és conèixer la realitat actual del patrimoni cultural arquitectònic del centre històric de Portoviejo i la relació amb els diversos factors que han afectat a la seua composició. S’analitza l’estat de conservació d’aquest patrimoni construït prenent com a punt de partida el terratrèmol del 16 d’abril de 2016; les seues conseqüències i els mecanismes d’actuació per fer front al desastre. S’estudia també a nivell central i local la complexa normativa legal del patrimoni edificat, les diverses reformes a través de les lleis, decrets i resolucions en l’Equador; comprovant a més la utilitat dels instruments vigents per a la seua protecció a nivell local, i la respectiva aplicació en l’àmbit urbà. Prenent com a base els temes estudiats i analitzats durant aquesta investigació, s’aporta la generació d’un catàleg per a protegir el patrimoni arquitectònic de l’alterat centre històric de Portoviejo, proposant com a lloc d’estudi el nucli central tradicional de la ciutat, en coherència amb la realitat actual que viu aquest sector.
