Constelación urbana Velluters-Carme : a la re-conquista del espacio urbano

Abstract

[ES] El presente trabajo fin de grado se contextualiza en los barrios de Velluters y El Carme de Valencia. Frente a las intervenciones urbanísticas de carácter especulativo de las últimas décadas y el auge de un turismo poco respetuoso con los habitantes y patrimonio local, la propuesta busca sumarse a las iniciativas vecinales e institucionales que tratan de reconciliar los modos de vida actuales con las señas de identidad y el amplio patrimonio, construido e inmaterial, existente en el lugar.

Se proponen acciones a escala urbana y vecinal cuyo objetivo común es capacitar el espacio para el desarrollo de actividades comunitarias, promover una movilidad sostenible, y aumentar la superficie de espacio verde.

El emplazamiento elegido para el desarrollo de proyecto será la manzana del Centro del Carmen de Cultura Contemporánea, antiguo Convento del Carmen. En ella se encuentran diversos edificios dotacionales y elementos catalogados, que funcionan de manera independiente.

El objetivo será establecer nuevas relaciones entre dichos usos interviniendo principalmente sobre el espacio libre y reordenando algunos aspectos de la edificación.

La principal intervención se realizará sobre el espacio vacío existente en el centro de la manzana, con abertura hacia la Calle Blanquerías (antiguo cauce del río Turia), donde se implantará una Escuela de Arte Dramático, actualmente ubicada junto a la Universidad Politécnica de Valencia, en un edificio poco acorde a su función. El trasladarlo al centro histórico generaría interacciones que beneficiarían a la entidad y a la vida del propio casco histórico.

[EN] This master thesis is focused on the neighborhoods of Velluters and El Came of Valencia. This project proposes an alternative to the urban interventions of speculative nature of the last decades, and to de boom of a tourism that is somehow disrespectful with the inhabitants and with the local patrimony. The proposal seeks to join both existing neighborhood and institutional initiatives which try to reconcile the current ways of life with the signs of identity and the ample heritage, built and inmaterial, existing in the place.

The plan proposes actions on an urban and neighbourhood scale whose common objectives are to enable the space for the development of community activities, to promote sustainable mobility, and to increase the area of green space.

The site where the architectural programme will be developed is the block in which is placed the Centro del Carmen de Cultura Contemporánea (former Convento del Carmen). In that block there are various civic buildings and cataloged heritage elements, which currently work independently.

The objective is to establish new relationships between these uses. For this, the exteriors will be intervened and some aspects of the buildings will be reordered.

The main intervention will be carried out at the empty space located at the centre of the block. It is opened towards Blanquerías Street (former bed of the Turia river). Here a new School of Dramatic Art will be implanted. For that, the center will be moved from its current location next to the Polytechnic University of Valencia. This is done because the building in which it is located is not really adequate for its function. In addition, this new location of the building in the historical center can generate interactions that would benefit the entity and life of the historic center itself.
