Implementación de Lean Construction en Cusco - Perú

Abstract

[ES] El presente trabajo final de master consiste en la implementación de la metodología Lean Construction en la ciudad de Cusco – Perú. El objetivo de la implementación es aplicar las técnicas o herramientas de la metodología Lean Construction o construcción sin pérdidas en la ejecución de proyectos de edificación, para mejorar los métodos tradicionales de planificación, organización y gestión logística, permitiendo obtener mejores resultados en cuanto a calidad, plazos de ejecución, costes, seguridad y salud, etc. Actualmente el uso de esta nueva metodología está generando cambios importantes en los proyectos de edificación a nivel mundial, así mismo Lima es la primera ciudad de Perú en donde algunas empresas vienen aplicando esta metodología en el sector de la construcción, no siendo de la misma manera en el resto de ciudades o departamentos como Cusco donde solo se tiene conocimiento de esta metodología mas no de cómo aplicar o poner en práctica. Para lograr el primer acometido iniciamos con el estudio de la situación del sector de la construcción en el Perú, donde en los últimos 15 años el sector creció en promedio 7.7% según información del Banco Central de Reserva del Perú (BCRP) y el Instituto Nacional de Estadística e Informática (INEI), por lo que Perú ha sido uno de los países más dinámicos de Latinoamérica, ha conseguido mantener la estabilidad de las principales variables macroeconómicas, lo cual ha impulsado la confianza de la comunidad internacional. Así mismo se realizó un estudio de la situación del sector de la construcción en el departamento del Cusco. El Cusco es la tercera región que muestra mayor crecimiento económico en los últimos años y que posee una estructura productiva relativamente diversificada en comparación con otras regiones del país, el sector de la construcción es la actividad que mayor aporta a la economía de la región ubicándose como la cuarta actividad más importante. Explicado la situación del sector de la construcción, presentamos Lean Construction como una herramienta de apoyo para el cambio, desarrollamos las diversas herramientas que hacen posible ese cambio, de las cuales seleccionaremos las que mejor se adapten para su aplicación en la implementación. En el apartado cuatro se presenta el desarrollo del plan de empresa de la implementación de Lean Construction, que no solo busca beneficios para la empresa, si no también contribuir a una buena gestión de proyectos, que estos sean ejecutados con el menor desperdicio posible, cumpliendo plazos, buena calidad, respetando o reduciendo costes, brindando seguridad y salud, etc. Dentro del plan de gestión primero analizamos el entorno donde se desenvolverá nuestra empresa haciendo uso de estrategias empresariales, así como también se ha utilizado herramientas como el DAFO, CAME para el estudio de la situación interna y externa de la empresa. Para la implementación de Lean seleccionamos las técnicas o herramientas de Lean Constructión que se aplicará o pondrá en práctica como la actividad principal de la empresa. Para ello se ha seleccionado y planteado la forma de cómo será aplicado. Implementación de Lean en la construcción -Cusco 6 Se ha realizado el estudio de mercado macro que nos da a conocer la situación del sector en el departamento del Cusco, y el estudio micro que nos da a conocer la situación del sector dentro de la ciudad del Cusco, en este apartado también se estudió los clientes que sean capaces de trabajar colaborativamente con la empresa. En el plan de marketing se analizó la situación de la empresa y del mercado, se define los clientes a quienes ira dirigida el servicio, se plantea los objetivos y pasos que buscamos conseguir, trazándonos una visión a mediano y largo plazo. En el plan económico estudiamos el coste – beneficio, vemos si es viable el lanzamiento de la empresa al mercado y las provisiones que se tienen a largo plazo, teniendo como base económica la inversión de los socios de acuerdo a sus posibilidades. En las conclusiones describimos los resultados de los estudios de viabilidad económica con el objetivo de probar la viabilidad de la creación de la empresa y la admisión de la metodología Lean Construction como una técnica de mejora.

[EN] This final master's project consists in the implementation of the Lean Construction methodology in the city of Cusco - Peru. The objective of the implementation is to apply the techniques or tools of the lean construction or construction methodology without loss in the execution of building projects, to improve the traditional methods of planning, organization and logistics management, allowing to obtain better results in terms of quality, lead times, costs, safety and health, etc. Currently, the use of this new methodology is generating significant changes in building projects worldwide, likewise Lima is the first city in Peru where some companies have been applying this methodology in the construction sector, not being in the same way in the rest of cities or departments like Cusco where you only have knowledge of this methodology but not how to apply or put into practice. To achieve the first rush we began with the study of the situation of the construction sector in Peru, where in the last 15 years the sector grew on average 7.7% according to information from the Central Reserve Bank of Peru (BCRP) and the National Institute Statistics and Informatics (INEI), so Peru has been one of the most dynamic countries in Latin America, has managed to maintain the stability of the main macroeconomic variables, which has boosted the confidence of the international community. A study of the situation of the construction sector in the department of Cusco was also carried out. Cusco is the third region that shows the highest economic growth in recent years and has a relatively diversified production structure compared to other regions of the country, the construction sector is the activity that contributes most to the region's economy, positioning itself as the fourth most important activity. Explained the situation of the construction sector, we present Lean Construction as a support tool for change, we develop the various tools that make this change possible, from which we will select the ones that best adapt for application in the implementation. Section four presents the development of the business plan for the implementation of Lean Construction, which not only seeks benefits for the company, but also contributes to good project management, that these are executed with the least possible waste, meeting deadlines, good quality, respecting or reducing costs, providing health and safety, etc. Within the management plan, we first analyze the environment where our company will operate using business strategies, as well as tools such as SWOT, CAME, for the study of the internal and external situation of the company. For the implementation of Lean we will select the techniques or tools of Lean Construction that will be applied or put into practice as the main activity of the company. For this, the form of how it will be applied has been selected and raised. The macro market study has been carried out that reveals the situation of the sector in the department of Cusco, and the micro study that reveals the situation of the sector within the city of Cusco, in this section we will also study the Customers who are able to work collaboratively with the company. In the marketing plan the situation of the company and the market was studied, the clients to whom the service will be directed are defined, the objectives and steps we seek to achieve are outlined, drawing a medium and long-term vision. In the economic plan we study the cost-benefit, we see if the launch of the company to the market and the provisions that are long-term are viable, and having as an economic base the investment of the partners according to their possibilities. In the conclusions we describe the results of the economic feasibility studies with the objective of testing the viability of the creation of the company and the admission of the Lean Construction methodology as an improvement technique.
