Urbanismo y austeridad. La precipitada obsolescencia de los grupos Pruitt Igoe (St. Louis) y el Parque Ansaldo (San Joan de Alicante)

Abstract

[ES] El trabajo aborda el estudio en paralelo de dos barrios, uno situado en la ciudad de San Joan de Alicante (España) y el otro en St. Louis (Misouri). A pesar de su distancia geográfica y también temporal, podemos identificar un significativo paralelismo en el devenir de ambos conjuntos atendiendo a las causas, circunstancias y consecuencias que en ambos casos desembocaron en la demolición de dichos barrios. El sonoro fracaso y el despilfarro que caracteriza a ambas operaciones son objeto de análisis en este trabajo, intentando identificar las razones que llevaron a dicha situación. Entre ellas abordaremos cuestiones físicas, vinculadas al diseño y la arquitectura de ambos conjuntos, cuestiones sociales relacionadas estrechamente con el perfil de población residente en dichos barrios y cuestiones económicas vinculadas a la financiación de los barrios. Si analizamos cada uno de los factores del macroentorno: Económicos, Políticos, Sociales (demografía, cultura e historia), Tecnológico, Medio Ambiental y Legal , obtendremos los motivos por los que dos barrios que inicialmente pueden parecer distintas, por la situación geográfica; por el tipo de sociedad; por los diferentes campos culturales; por el momento histórico en el que se desarrolla; por la situación económica que atraviesa el país del que forman parte y por el mal entendimiento con las distintas administraciones públicas , terminen en una obsolescencia precipitada. El impacto que produce la desaparición de estos dos barrios por cuestiones sociales y culturales, en mayor parte y en menor medida económicas, hace que su recuerdo permanezca en el tiempo y renazcan como grandes espacios de oportunidad.

[EN] The work aproaches the study in parallel of two neighbourhoods. One is situated in the city of San Joan , in Alicante (Spain) and the other one in Saint Louis (Misouri). In spite of its geographic and temporal distance, we can see a significant paralelism in the becoming of both sets attending the causes, circumstances and consequences that in both cases flew into the demolition of those neighbourhoods. The resounding failure and waste that characterize both operations are an object of analyses in this work, trying to identificate the reasons that lead to that solution. Among them we are going to aproach physical reasons linked to the design and architecture of both sets, social questions close related to the resident population profile in those neighbourhoods and and economic issues linked to the financing of the neighbourhoods. If we analyze each one of the factors of the macro environment: economic, political, social (demography, cultura, history), technological , environmental and legal , we will obtain the reasons why both neighbourhoods , that in the beginning may seem different, for the geographic situation; the type of society; the different cultural fields, the historical moment in which it is developed; the economic situation that the country is going through of which they are part and for the misunderstunding of the public administrations, finish in a hasty obsolence. The impact that produces the disappearance of these neighbourhoods, for social and cultural reasons mostly, and to a lesser extent economic, makes that its memory last in time and rebirth as large spaces of opportunity.
