PROPUESTA DE UN PLAN DE GESTIÓN DE RIESGOS BAJO LOS PRINCIPALES ENFOQUES PARA LA GESTIÓN DE PROYECTOS: PMI, PRINCE2, ICB4 Y PM2. APLICADO A UN PROYECTO DE CONSTRUCCIÓN INDUSTRIAL EN PERÚ

Abstract

[ES] La industria de la construcción tiene una gran diversidad de ramas y productos. Dentro de este sector se encuentran los proyectos de construcción industrial de refinerías, los cuales, implican un gran riesgo ya con son de gran magnitud, tecnológicamente complejos, tienen elevados cambios y suponen una cantidad considerable de stakeholders. (Flanagan y Norman, 1993). En Perú, el sector construcción es uno de los principales motores de crecimiento económico. En el 2014, de acuerdo con la Ley 30130, se declaró de necesidad pública e interés nacional la prioritaria ejecución de la modernización de la refinería de talara para asegurar la preservación de la calidad del aire y la salud pública. Debido a lo cual nació la necesidad de la ampliación de la refinería de Talara ubicada en el norte de Perú. El proyecto tiene como objetivo beneficiar con el aumento de la capacidad de producción de acuerdo con los requisitos mínimos peruanos en cuanto al nivel de azufre del producto en cumplimiento con los requisitos ambientales actuales. Ante lo expuesto, surge la necesidad de conocer distintas metodologías para realizar la gestión de riesgos en la Dirección de Proyectos. El presente Trabajo de Máster tiene como objetivo realizar el análisis del área de Gestión de Riesgos de la Dirección de Proyectos aplicado a un caso de estudio. Las metodologías y estándares para la Dirección y Gestión de Proyectos seleccionados para realizar el análisis son los siguientes: • Project Management Institute (PMI), Project Management Body of Knowledge • Office of Government Commerce (OGC-UK), Project IN Controlled Environments 2 (PRINCE2) • International Project Management Association (IPMA), Individual Competence Baseline (ICB4) • European Commission (EC), Project Management Methodology (PM2 ) Para alcanzar el objetivo propuesto, en primer lugar, se realizará un estudio bibliográfico de los estándares y metodologías seleccionadas. En segundo lugar, se presentará un análisis comparativo de la gestión de riesgos para dichas metodologías para y se propondrá un plan de gestión de riesgos para el caso de estudio. En tercer lugar, se expondrá el caso de estudio. Como se mencionó anteriormente, de eligió unos de los proyectos perteneciente al megaproyecto de Ampliación y Modernización de la Refinería de Talara adjudicado a una empresa contratista cuyo nombre no será mencionado debido a temas de confidencialidad. En cuarto lugar, se desarrollará la propuesta del plan de gestión de riesgos para el caso de estudio. Finalmente, se expondrán las conclusiones sobre los análisis realizados aplicados en el caso de estudio.

[EN] The construction industry has a great diversity of branches and products. Within this sector are the projects of industrial construction of refineries, which, usually has a great risk and are of great magnitude, technologically complex, have high changes and involve a considerable number of stakeholders. (Flanagan and Norman, 1993). In Peru, the construction sector is one of the main engines of economic growth. In 2014, in accordance with Law 30130, the priority execution of the modernization of the talara refinery was declared of public necessity and national interest to ensure the preservation of air quality and public health. Due to what was mentioned before, there is a need for the expansion of the Talara’s refinery located in the north of Peru. The project aims to increase production capacity in accordance with the Peruvian minimum requirements regarding to the sulfur level of the product in compliance with current environmental requirements. With that being explained, the need arises to know different methodologies to carry out risk management in Project Management. The objective of this Master's Thesis is to carry out the analysis of the Risk Management area of the Project Management applied to a case study. The methodologies and standards for the Management of Projects selected to carry out the analysis are the following: • Project Management Institute (PMI), Project Management Body of Knowledge • Office of Government Commerce (OGC-UK), Project IN Controlled Environments 2 (PRINCE2) • International Project Management Association (IPMA), Individual Competence Baseline (ICB4) • European Commission (EC), Project Management Methodology (PM2) To achieve the proposed objective, in the first place, a bibliographic study about the selected standards and methodologies will develop. Second, a comparative analysis of risk management for these methodologies will be presented and a risk management plan will be proposed for the case study. Third, the case study will be presented. As mentioned above, one of the projects belonging to the megaproject of Expansion and Modernization of the Talara Refinery was chosen, awarded to a contractor whose name will not be mentioned due to confidentiality issues. Fourth, the risk management plan proposal for the case study will be developed. Finally, the conclusions on the analyzes carried out applied in the case study will be presented.
