Catálogo de protecciones del plan especial "Ciutat Vella" de Valencia. Sección patrimonio cultural.

Abstract

[ES] El presente trabajo pretende mostrar un trabajo profesional realizado durante los años 2016-2020, tras finalizar los estudios del Máster en conservación del Patrimonio Arquitectónico. El trabajo en cuestión, es el Catálogo de protecciones (Sección patrimonio cultural) del Plan Especial Ciutat Vella (Valencia). El trabajo fue fruto de un concurso que promovió Aumsa en el año 2016 de Prestación de los servicios para la redacción de un único documento refundido que contemple los estudios y trabajos técnicos consistentes en la redacción, revisión y adaptación del planeamiento urbanístico vigente en el Centro Histórico de Valencia ¿Ciutat Vella¿. Tras ganar el concurso, se procedió a la elaboración del Plan Especial de Ciutat Vella, un proceso largo, difícil pero muy enriquecedor, el cual, dadas las características del mismo, debía contar con un equipo multidisciplinar que abarcara todas las materias necesarias, desde arquitectura, urbanismo, paisaje, participación, historia, arqueología, economía, derecho urbanístico¿ Mi labor durante el proceso de elaboración del plan se centró en las áreas de urbanismo y patrimonio, colaborando activamente en todo el proceso junto con el resto del equipo. Participé tanto en las primeras fases de análisis, de participación pública, talleres vecinales, charlas explicativas como en la elaboración de planos de análisis, información y ordenación, y fundamentalmente en la elaboración de la Sección cultural del catálogo de protecciones. El Plan Especial es un documento de índole urbanístico-patrimonial que viene regulado en el Artículo 39. Planes Especiales de protección de la Ley 4/1998 de Patrimonio cultural Valenciano y en el Capítulo IV de la Ley 5/2014 (LOTUP). Este documento de planeamiento urbanístico debe contener un gran número de documentos, entre los que figura el Catálogo de Bienes y Espacios Protegidos. Según el Artículo 42.4 de la LOTUP, ¿el catálogo de protecciones diferenciará, al menos, tres secciones: patrimonio cultural, patrimonio natural y paisaje¿. Para acotar el tema del trabajo final de máster, se propone centrar el trabajo en la Sección Patrimonio Cultural. Los documentos que integran el Catálogo de protecciones son los siguientes:  (DOC-1) 1.3 MEMORIA JUSTIFICATIVA DEL CATÁLOGO DE PROTECCIONES (sin eficacia normativa)  (DOC-2) 2.1 NORMAS DEL CATÁLOGO DE PROTECCIONES. Integradas en NORMAS URBANÍSTICAS y DE PROTECCIÓN del PEP CIUTAT VELLA (con eficacia normativa)  (DOC-2) 2.2 FICHAS DEL CATÁLOGO DE PROTECCIONES (con eficacia normativa).  (DOC-2) 2.3 PLANOS DE CATÁLOGO. Integrados en PLANOS DE ORDENACIÓN del PEP CIUTAT VELLA (con eficacia normativa) Forman parte del Catálogo de Protecciones de Ciutat Vella (Sección Patrimonio cultural) 50 bienes de interés cultural (BIC), 69 bienes de relevancia local (BRL) y 2.095 Bienes catalogados. Además, el catálogo se encuentra adaptado a la Ley 5/2014 y por tanto las fichas de catálogo tienen el formato definido en el ANEXO VI de la LOTUP.

[EN] The present work pretends to show a professional work made during the years 2016 -2020, after finalising the studios of the Máster in conservation of the Architectural Heritage. The work in question, is the Catalogue of protections (Section cultural heritage) of the Special Plan Ciutat Vella (Valencia). The work was fruit of a contest that promoted Aumsa in the year 2016 of Provision of the services for the editorial of an only document revised that contemplate the studios and consistent technical works in the editorial, review and adaptation of the planning urbanistic valid in the Historical Centre of Valencia ¿Ciutat Vella¿. After winning the contest, proceeded to the preparation of the Special Plan of Ciutat Vella, a long process, difficult but very interesting, which, given the characteristics of the same, had to have a multidisciplinary squad that spanned all the necessary matters, from architecture, urban planning, landscape, participation, history, archaeology, economy, urban planning laws¿ My work during the process of preparation of the plan focused in the areas of urban planning and heritage, collaborating actively in all the process together with the rest of the team. I participated so much in the first phases of analysis, of public participation, workshops with neighbors, explanatory talks as in the preparation of plans of analysis, information and ordination, and fundamentally in the preparation of the cultural Section of the catalogue of protections. The Special Plan is a document of type urban planning and historical heritage that comes regulated in the Article 39. Special plans of protection of the Law 4/1998 of cultural Heritage Valencian and in the Chapter IV of the Law 5/2014 (LOTUP). This document of urban planning has to contain a big number of documents, among which appears the Catalogue of Sakes and Spaces Protected. According to the Article 42.4 of the LOTUP, ¿and catalogue of protections will differentiate, at least, three sections: cultural heritage, natural heritage and landscape¿. To limit the subject of the final work of master, proposes limit the work in the Section Cultural Heritage. The documents that integrate the Catalogue of protections are the following:  (DOC-1) 1.3 MEMORY JUSTIFICATION OF THE CATALOGUE OF PROTECTIONS (without normative efficiency)  (DOC-2) 2.1 NORMS OF THE CATALOGUE OF PROTECTIONS. Integrated in NORMS URBANÍSTICAS and OF PROTECTION of PEP CIUTAT VELLA (with normative efficiency)  (DOC-2) 2.2 CHIPS OF THE CATALOGUE OF PROTECTIONS (with normative efficiency).  (DOC-2) 2.3 PLANS OF CATALOGUE. Integrated in PLANS OF ORDINATION of PEP CIUTAT VELLA (with normative efficiency) They form part of the Catalogue of Protections of Ciutat Vella (Section cultural Heritage) 50 BIC (cultural interest buildings), 69 BRL (locally relevant buildings) and 2.095 buildings cataloged. Besides, the catalogue finds adapted to the Law 5/2014 and therefore the chips of catalogue have the clear-cut format in the ANNEX IV of the LOTUP.
