Búsqueda y documentación de aplicaciones para el empoderamiento de la ciudadanía

Abstract

[ES] Existe un problema de independencia de algunas herramientas digitales dentro de las comunidades ciudadanas que tiene como raíz el no tener acceso de manera sencilla a herramientas alternativas libres que permitan su autogestión. Este proyecto tiene como objetivo brindar de una manera técnica pero sencilla un conjunto de herramientas libres que les ayuden a reducir o eliminar esa dependencia. La iniciativa desarrollará la recopilación, el análisis y la documentación de herramientas cívicas libres que faciliten el empoderamiento ciudadano y solucionen problemas de gobierno abierto. Estas herramientas se centrarán en ayudar a grupos de ciudadanos en temas de colaboración, transparencia digital y rendición de cuentas.

El proyecto se dividirá en tres fases: 1. Fase de descubrimiento. Donde se buscarán herramientas libres que solucionen problemas digitales a la ciudadanía. 2. Fase de despliegue y de pruebas. Donde se desplegarán y probarán las diferentes herramientas en entornos virtuales en la nube. 3. Fase de documentación. Donde se documentará en español y en valenciano los procesos de despliegue y configuración de las herramientas que hayan superado las fases anteriores.

Se espera que la iniciativa facilite el acercamiento de diferentes comunidades de ciudadanos (comunidades de vecinos, grupos de barrio, etc) a las soluciones digitales alternativas y a su autogestión.

Este proyecto nace desde la propuesta del Civic Tech Test Lab (CTTL) promovida por la Delegació de Transparència i Govern Obert de la Diputació de València. El proyecto contribuirá a que la información y la tecnología se acerque a los usuarios que la necesiten y esté a disposición de la ciudadanía.

[EN] There is a problem of independence of some digital tools within the citizen communities that has as its root the lack of easy access to alternative free tools that allow their self-management. This project aims to provide, in a technical but simple way, a set of free and open source tools to help them reduce or eliminate this dependence. The initiative will develop the collection, analysis and documentation of free civic tools that facilitate citizen empowerment and solve open government problems. These tools will focus on helping citizen groups on issues of collaboration and digital transparency.

The project will be divided into three phases: 1. Discovery phase. Where free tools will be sought to solve digital problems for the city. 2. Deployment and testing phase. Where the different tools will be deployed and tested in virtual environments in the cloud. 3. Documentation phase. Where the processes of deployment and configuration of the tools that have passed the previous phases will be documented in Spanish and Valencian.

It is expected that the initiative will facilitate the approach of different communities of citizens (shared homeowners communities, neighbourhood groups, etc.) to alternative digital solutions and self-management.

The project stems from the proposal of the Civic Tech Test Lab (CTTL) promoted by the Transparency and Open Government Delegation of València. The project will help bring information and technology closer to the users who need it and make it available to the public.
