dc.description.abstract | [ES] El presente TFG tiene por objeto analizar las diferencias que existen entre comunidades autónomas en materia de tributación de las transmisiones hereditarias. Con ello se pretende evidenciar, desde una perspectiva económica, si las diferentes bonificaciones que aplica cada comunidad sirven realmente para recaudar más dinero de los contribuyentes o si por el contrario estas políticas alientan a que los descendientes rechacen la herencia de sus padres. Para ello, en primer lugar, se realiza una revisión teórico-práctica de los fundamentos de este impuesto. En la primera parte se analiza la naturaleza del impuesto así como su evolución histórica. A continuación, el estudio se centra en los elementos que componen el impuesto, desde el hecho imponible imponible hasta la cuota líquida generada por la aplicación del mismo. En la segunda parte se exponen distintos casos simulados para analizar las diferencias que pueden existir si una persona liquida este impuesto en una comunidad autónoma u otra. A esto hay que añadir el análisis de las diferencias entre bonificaciones y reducciones que hay entre CCAA, si sirven realmente para una mayor recaudación o si por el contrario incentivan a que más gente rechace la herencia de sus ascendientes debido a la imposibilidad de pago que se genera. Por último, se realiza un análisis comparado con la tributación de este hecho imponible en otros países de la Unión Europea (UE) y se analiza la existencia de un impuesto semejante en dichos territorios. Finalmente, se plantea una reflexión crítica sobre cuáles serían las mejores reformas a aplicar en España para acercarse a un modelo de impuesto más equitativo. | es_ES |
dc.description.abstract | [EN] The aim of this dissertation is to analyse the differences that exist between autonomous communities in the taxation of inheritance transfers. The aim is to demonstrate, from an economic perspective, whether the different tax reliefs applied by each autonomous community really serve to collect more money from taxpayers or whether, on the contrary, these policies encourage descendants to reject their parents' inheritance. To this end, firstly, a theoretical-practical review of the fundamentals of this tax is carried out. The first part analyses the nature of the tax as well as its historical evolution. Next, the study focuses on the elements that make up the tax, from the taxable event to the net tax liability generated by the application of the tax. In the second part, different simulated cases are presented in order to analyse the differences that may exist if a person pays this tax in one autonomous community or another. To this we must add the analysis of the differences between bonuses and reductions that exist between Autonomous Communities, whether they really serve to increase tax collection or whether, on the contrary, they encourage more people to reject the inheritance of their ancestors due to the impossibility of payment that is generated. Finally, a comparative analysis is made of the taxation of this taxable event in other European Union (EU) countries and the existence of a similar tax in those territories is analysed. Finally, a critical reflection is made on what would be the best reforms to apply in Spain in order to move towards a more equitable tax model. | es_ES |
