Análisis de normativa vigente sobre RPAS y habilitación como operador de un fabricante real

Abstract

[ES] Este proyecto tiene como fin principal la habilitación como operador RPAS de un fabricante real. Concretamente, la empresa alicantina Embention Sistemas Inteligentes SL persigue utilizar uno de sus drones, de nombre Ceremony, para ofrecer servicios funerarios de depósito de cenizas dentro del territorio nacional, así como operaciones de funeral marítimo. Además, se pretende ofrecer un servicio de grabación aérea de la ceremonia de esparcimiento durante el funeral, con una cámara integrada en la propia aeronave. Para afrontar este objetivo, un análisis previo del paradigma normativo actual sobre operaciones con RPAS resulta ineludible para conseguir la habilitación y averiguar cuáles son los pasos a seguir. Así, antes de nada, se contemplan las regulaciones existentes al respecto en el marco internacional, así como el europeo y español. Como resultado de este análisis, se averigua que cualquier entidad que quiera operar un RPAS con un fin comercial en territorio español habrá de seguir el procedimiento establecido a tal efecto por la Agencia Estatal de Seguridad Aérea. Así, el grueso del trabajo consiste en retratar cómo ha sido la realización del procedimiento y la tramitación con la Autoridad Aeronáutica española, incluyendo la redacción de la documentación técnica exigida, que se adjunta en los Anexos. Finalmente, se ofrecen las conclusiones de la autora y un presupuesto que cuantifica el coste del trabajo de ingeniería que supone la realización del proyecto.

[EN] The principal aim of this project is enabling a real drone manufacturer as an RPAS operator. Specifically, the Spanish company Embention Intelligent Systems SL aims to use one of its UAS, named Ceremony, to provide ashes deposit funeral services within the national territory and maritime funeral operations. In addition, it is also wanted to offer a service of aerial recording of the scattering ceremony during the funeral, with an integrated camera in the aircraft itself. To achieve this goal, a preliminary analysis of the current regulatory paradigm referred to RPAS operations is unavoidable because it is necessary to find out what the steps to follow are. So, first of all, international regulations as well as European and Spanish ones are contemplated. As a result of this analysis, it is found that any entity that wants to operate a RPAS with a commercial purpose within Spanish territory shall follow the procedure established by the State Agency for Aviation Safety (AESA). Thus, the bulk of the work is to portray how it has been performing the procedure mentioned and the communication process with the Spanish Civil Aviation Authority, including writing technical documentation required, which is attached in the annexes. Finally, the conclusions of the author and a budget that quantifies the cost of the engineering work involved in the project are offered.
