    Acogimiento en familia extensa: perfil psicosocial de las familias y de los menores acogidos

    [EN] Extended family foster care family is the most frequent protective measure for minors in Spain. The objectives of the present study are to analyze the family profile according to different dimensions, knowing the state of psychosocial health care of minors in foster care and study the relationship between family and minor variables. The sample consisted of 101 families and 121 minors between 6 and 17 years old (M = 10.07; DT = 3.92), living in the province of Valencia. The evaluation was carried out through individual interviews with every family. Results show good functionality of families taking into account the family climate, the level of stress, the educational styles and the supports they have, but they also show the risks in general associated with the high age range of the welcoming, who are usually grandmothers. In foster children problems of school achievement appear, as well as internalized and externalized problems. The presence of psychosocial problems in a clinical range stands out in 32.4% of minors. There is a negative relationship between psychosocial problems in foster children and family functionality, presenting guidelines for the formation of families and for intervention with minors, to mainly preventive and clinical level in psychological health.

    Voces desde Latinoamérica: adolescentes ante la pandemia por COVID19

    [EN] This article is derived from the 2020 webinar "Views of adolescents on the impact of the COVID19 pandemic", organized by the (Tejiendo Redes Infancia) project in collaboration with the National School of Social Work of the National Autonomous University of Mexico (UNAM). The objective was to analyze the experiences of Latin American adolescents on the COVID19 pandemic, through a virtual meeting on the zoom platform that allowed the voices of this sector to be positioned in the context of the health crisis in the Latin American and Caribbean region. Six adolescents participated, three of each sex between 15 and 18 years old, from Mexico, Panama, Paraguay, Guatemala and Bolivia. It was developed under a qualitative methodology, the technique used by focus groups considering it the most suitable to recover ideas, information and knowledge regarding the subject, in addition to the use of images designed by them to present their arguments. The findings revealed the similarities in Latin American realities and a general feeling of concern over the absence of State strategies to address the needs of vulnerable sectors, such as low-income families and those who will not have the possibility of returning to their schools.

    La vivencia de la adolescencia en la periferia explorada en una acción educativa: investigación-acción

    [EN] This study aims to identify the senses and meanings attributed by adolescents in relation to the experience of adolescence in the context of vulnerabilities. Action research conducted with 11 school adolescents from a peripheral community of the State of Pernambuco, northeastern Brazil. The adolescents participated in an educational intervention elaborated on the principles of the Paulo Freire Method – Culture Circles, in which the following data collection techniques were employed: participant observation with notes in a field diary, photographic record and filming and the projective technique of free drawing. The educational action provided a socio-political posture in the adolescents in the face of aspects of their trajectories experienced in the daily life of the school and the periphery, marked by vulnerability to violence, social inequality, prejudice and discrimination, repressive and antidialogical attitudes and lack of activities that explore their talents and potential, situations that compromise the adolescent’s integral development. The study provided a dialogical space for adolescents to review their perception of adolescence in terms of opportunities, citizenship, autonomy and skills to deal with the challenges of a context of social vulnerability, while presenting a way to revisit their concerns, anxieties, fears and the need to hope for the possibility of transformation.

    Significados de la educación rural. Una sistematización de experiencia

    [EN] This article presents the results of the investigation "meanings constructed by four rural schools in the municipality of Anorí Antioquia, Colombia, on their experience of participating in the Educational Transformation for Life Program -PTEV-, period 2018-2020". The methodological design considered the systematization of experiences as critical interpretive research (Barragán & Torres, 2017) that managed to recover the practice and build knowledge as meaning (Bickel, 2006) from the senses assigned by the participants to the shared experience. The results of the directed study that educational programs must transcend instrumental didactics in function of didactics as a discipline of social intervention (Landazábal & Pineda, 2010). They aim to readjust the time horizon and the methodological support on which these programs base their action. Consequently, they urge to re-signify the conception of school and Institutional Educational Projects –PEI- based on systemic and relational notions that replace the theoretical bases of educational programs and introduce changes in the curricular structure of rural schools. Finally, they highlight the urgency of facing the socio-environmental problems of megaprojects in the sector, guaranteeing the presence of peasant families in the territory and of boys and girls in rural schools, this, articulating intervention programs and projects to more democratic and participatory social and educational management practices.

    La evolución de la infancia en el discurso jurídico de Latinoamérica

    [EN] Since the end of the 18th century and throughout the 20th century, the social sciences, in general, and the legal sciences, in particular, have provided us with a way of seeing, understanding and valuing the lives of minors. In fact, many of their original budgets still manage to endure (although not without some degree of difficulty). However, continuing to use the same conceptual frameworks that were developed alongside a reality that is no longer current could generate extremely adverse effects when analyzing the child of the 21st century. In this sense, in the present work we will analyze how the legal discourse has significantly influenced - since its inception and until today - the construction and maintenance of the representation of children. By defining it, modulating it and linking it with certain types of expectations, this discourse has contributed to rethinking, composing and coagulating the perceptions, senses and principles of action that govern adults. With this intention, from a historical perspective, we will visualize how the image of the child has been modified over time from the tutelary model to the paradigm of comprehensive protection. However, and despite these changes, we will indicate how the increase in specialized laws has not necessarily meant greater protection for children in Latin America.

    Operationalising children’s rights principles: an indicator framework for policy analysis

    [EN] Despite decades-old political commitments to mainstreaming children’s rights in policy initiatives, there remains inadequacy of children’s rights-based monitoring and evaluation instruments for this progress. As an effort to address this gap, the paper seeks to conceptualise the children’s rights-based approach and to propose its application to policy analysis. Recognising children as rights holders and the state as the primary duty bearer, the core of the children’s rights-based approach is at ensuring the enjoyment and realisation of children’s rights through a number of principles. This paper’s proposed assessment framework focuses on the state’s legal structure, policy measures, and outcomes achieved in the realisation and enjoyment of children’s rights and the evaluation of policy progress under child rights norms and principles. Accordingly, the children’s rights-based policy analysis is designed to be based on two sets of indicators that reflect the state’s policy commitment and child rights principles.
