    Fighting Child Poverty in Spain by Moving Towards European Standards: A Microsimulation-Based Case Study

    [EN] Poverty in Spain is widespread among children, and its incidence has recently shown a strong upward trend. The aim of this paper is twofold: to assess the impact of the Spanish tax and benefit system on current child poverty rates and, in that context, to simulate the potential distributive consequences of implementing a variety of family transfer schemes using an EU-wide static microsimulation tool (EUROMOD). We simulate and study the effects of choosing different policies: a redesign of the current means-tested child benefit in terms of amount and age distribution, a reform of the existing income tax relief making it refundable and the addition of a taxable Universal Child Benefit (UCB) to the system. Our results indicate that several of the proposed reforms could generate substantial reductions in child poverty.

    The regressivity of worker's social insurance contributions in Spain. Simulation of alternative systems with a view to Europe

    [EN] Spanish social insurance contributions exacerbate inequality and distort income distribution. One of the main causes of this effect is the existence of maximum and minimum limits on the contribution base. Therefore, the main objective of this paper is to analyze the regressivity of employees' social insurance contributions to the Spanish General Social Insurance Scheme and the resulting worsening of income inequality, with a view to proposing solutions to mitigate this effect. By comparing with the Social Insurance systems of other European countries, three reforms are simulated using EUROMOD: the removal of maximum and minimum contribution bases, and the introduction of two contribution deduction for low-income workers. The results show that these measures reduce regressivity, improve income distribution and increase tax revenue. In this way, greater equity in the social insurance system is promoted.

    Assessing Comprehensive School Transformations in Barcelona: Progress and Challenges in Educational Equity

    [EN] In recent decades, Spain and other European countries have introduced liberalising reforms in school allocation to improve the quality of education and increase families' freedom of choice. In Catalonia, however, these measures have increased school segregation, particularly in Barcelona. To address this policy challenge, the Barcelona Education Consortium (CEB) has implemented initiatives such as Comprehensive School Transformations. These targeted interventions focus on schools facing low demand or high complexity, with the dual goals of increasing their attractiveness and fostering greater educational equity. This evaluation examines whether and how these transformations are associated with changes in segregation and school-level conditions linked to educational quality. The methodology combines quantitative and qualitative analysis, using CEB data (2018-2023) and interviews with key stakeholders, including headmasters, teachers, families and students. The results show that these transformations have improved infrastructure and educational provision and are accompanied by declines in segregation indicators in most intervention catchment areas. However, challenges remain, such as construction planning, teacher coordination, and socio-economic and cultural barriers that hinder the participation of diverse families. In addition, some schools have experienced a 'pull effect', attracting families from higher socio-economic backgrounds, which could lead to new forms of segregation. The study concludes that while the initial results of this policy are positive, a more comprehensive and sustained approach is needed to ensure long-term inclusivity and equity.

    Evaluating Municipal Responses to Touristification: The PEUAT in Barcelona

    [EN] Since 1992, Barcelona has established itself as a Mediterranean metropolis with strong tourist appeal. Initially, the increase in visitors was welcomed by the local population. However, as the city transitioned from a place with tourists to a tourist city, some citizens adopted a more critical stance due to effects such as the transformation of local commerce, rising rental prices and residential displacement. To address these issues, the municipal government implemented various policies, including the Special Urban Plan for Tourist Accommodations (PEUAT), which divides the city into four zones with different regulations regarding licenses and the number of tourist establishments. This study adopts a mixed-methods approach, drawing on both public and first-hand data, to analyse patterns associated with tourism dynamics and to explore the role of the PEUAT in shaping these dynamics across four neighbourhoods: Barceloneta (ZE-1), Sants (ZE-2), Clot (ZE-3), and La Sagrera (ZE-4). In doing so, the study combines quantitative indicators and qualitative insights to identify spatial differences, emerging trends, and stakeholder perceptions regarding tourism pressure and its regulation.

    Public Policy Evaluation in the Andalusian Government Agenda

    [EN] This article examines the integration of public policy evaluation into the governmental agenda of the Autonomous Community of Andalusia from 2000 to 2024. This study is structured as a qualitative case analysis, employing a hybrid theoretical framework that integrates Kingdon's Multiple Streams Framework (MSF) with Baumgartner and Jones's Punctuated Equilibrium Theory (PET). The research tracks the evolution of this technical instrument from a peripheral status to its increasing institutionalization within the political-administrative system of Andalusia. Utilizing documentary sources including legislation, government programs, parliamentary initiatives, and political discourse alongside academic contributions, interviews, media coverage, and specialized literature, the study identifies the principal actors, strategies, and contextual factors facilitating this transformation. The findings indicate that the incorporation of evaluation into the governmental agenda was not the outcome of a singular strategic decision but rather a cumulative and non-linear process. This process was influenced by policy entrepreneurs, windows of opportunity for administrative reform, shifts in political coalitions, and the emergence of an active epistemic community. Ultimately, this study contributes to the discussion on institutional change and underscores the analytical value of integrating theoretical models to explain agenda-setting dynamics in regional governance such as Andalusia.

    Participatory Methodology to Assess the Impacts of Artificial Intelligence in urban contexts

    [EN] This paper presents a novel methodology for assessing the social impact of Artificial Intelligence (AI) solutions in urban environments, developed within the framework of the CITCOM.ai project, cofinanced by European Union. As cities increasingly adopt AI technologies to enhance public services, a systematic approach to evaluating their societal implications becomes essential. Our methodology addresses the dual challenge of AI's context-specific impacts and rapidly evolving applications through a reflexive participatory process grounded in the European Commission's Assessment List for Trustworthy Artificial Intelligence (ALTAI). We detail a roadmap for conducting Artificial Intelligence Impact Assessments (AIIA) that engages diverse stakeholder groups in identifying potential impacts and developing Key Performance Indicators (KPIs) for monitoring. The methodology builds upon existing frameworks while addressing current gaps in impact assessment practices. We validate our approach through a participatory workshop involving 26 stakeholders in Valencia, Spain, focusing on three urban service domains: Mobility, Tourism, and Waste Management
