ANÁLISIS Y DIAGNÓSTICO DE LOS PUERTOS DE SANTO DOMINGO (REPÚBLICA DOMINICANA). PROPUESTAS DE MEJORA

Abstract

[ES] Este estudio tiene como objeto fundamental analizar y diagnosticar los puertos comerciales de Santo Domingo en la República Dominicana, con el propósito de identificar áreas de mejora que puedan mejorar su eficiencia y productividad. Para llevar a cabo este análisis del sistema portuario, se realizaron estudios que involucraron la recopilación y análisis de datos relevantes existentes en la literatura y en las fuentes de datos oficiales de la autoridad portuaria competente, sobre la infraestructura existente, gestión operativa, conectividad marítima, eficiencia y la competitividad en comparación con otros países de la región. Se consideraron también indicadores y métricas relevantes, así como otros aspectos sobre la capacidad de manejo de carga, la tecnología utilizada, la seguridad, el tráfico de contenedores y la sostenibilidad ambiental. Con el fin de establecer el modelo de desarrollo del análisis de la situación actual del sistema portuario dominicano se consideró la posición estratégica de la Autoridad Portuaria Dominicana, se consideraron los planes estratégicos nacionales de logística de carga, desarrollo sostenible y la estrategia del organismo regulador y otros organismos gubernamentales que infieren en la actividad de los puertos comerciales. A partir del análisis realizado, se identificaron las fortalezas y debilidades de los puertos, así como las oportunidades y amenazas que afectan su competitividad. Se realizaron diagnósticos precisos de los problemas y desafíos que enfrentan los puertos de Santo Domingo, centrándose en los puntos claves para mejorar su posición competitiva en relación con el resto de los países de la región y cumplir con los objetivos estratégicos. Para abordar las áreas de mejora, se formularon propuestas concretas alineadas a los objetivos nacionales de desarrollo y a la estrategia institucional de la Autoridad Portuaria. Estas incluyen mejoras en la infraestructura portuaria, estrategias para incrementar la capacidad y operatividad, actualizaciones tecnológicas y recomendaciones para una gestión y administración portuaria más eficientes. Se desarrolló un plan detallado para la implementación de las propuestas de mejora y se analizaron los costos y beneficios de la implementación de estas, considerando aspectos económicos y operativos. En conclusión, este estudio proporciona una visión integral de los puertos de Santo Domingo, identificando áreas de mejora y presentar recomendaciones para aumentar su eficiencia y productividad. Estas propuestas tienen como objetivo impulsar el crecimiento económico de la República Dominicana aprovechando su posición geográfica y el cumplimiento de su estrategia nacional para posicionarse como destino Nearshore y Hub logístico en la región y posicionar los puertos de Santo Domingo como un referente en la región en términos de conectividad marítima y servicios logísticos.

[EN] The main purpose of this study is to analyze and diagnose the commercial ports of Santo Domingo in the Dominican Republic, with the aim of identifying areas of improvement that can improve their efficiency and productivity. To carry out this analysis of the port system, studies were conducted that involved the collection and analysis of relevant data existing in the literature and in the official data sources of the competent port authority, on the existing infrastructure, operational management, maritime connectivity, efficiency, and competitiveness in comparison with other countries in the region. Relevant indicators and metrics were also considered, as well as other aspects of cargo handling capacity, technology used, security, container traffic and environmental sustainability. In order to establish the development model for the analysis of the current situation of the Dominican port system, the strategic position of the Dominican Port Authority was considered, as well as the national strategic plans for cargo logistics, sustainable development and the strategy of the regulatory body and other government agencies that have an impact on the activity of commercial ports. Based on the analysis carried out, the strengths and weaknesses of the ports were identified, as well as the opportunities and threats that affect their competitiveness. Accurate diagnoses were made of the problems and challenges faced by the ports of Santo Domingo, focusing on the key points to improve their competitive position in relation to the rest of the countries in the region and to meet the strategic objectives. To address the areas of improvement, concrete proposals were formulated in line with the national development objectives and the institutional strategy of the Port Authority. These include improvements in port infrastructure, strategies to increase capacity and operability, technological upgrades and recommendations for more efficient port management and administration. A detailed plan for the implementation of the proposed improvements was developed and the costs and benefits of implementing them were analysed, considering economic and operational aspects. In conclusion, this study provides a comprehensive overview of the ports of Santo Domingo, identifying areas for improvement and presenting recommendations to increase their efficiency and productivity. These proposals aim to boost the economic growth of the Dominican Republic by taking advantage of its geographical position and the fulfilment of its national strategy to position itself as a Nearshore destination and logistics hub in the region and to position the ports of Santo Domingo as a reference in the region in terms of maritime connectivity and logistics services.
