Modelo de gestión de proyectos de saneamiento urbano y rural del Ministerio de Vivienda, Construcción y Saneamiento de Perú.

Abstract

[ES] En el Perú, cerca de 10 millones de peruanos no tienen desagüe y casi cuatro millones no tienen agua potable, el principal problema que enfrentamos es la insuficiente cobertura de servicios de agua y de alcantarillado y la mala calidad de este servicio, a esto se le suma la deficiente sostenibilidad de las inversiones como los casos de mantenimiento y capacidad técnica y financiera. Es necesario estudiar qué factores detonan dichas desviaciones y poder llegar a la raíz del problema, esto nos dará claridad para identificar soluciones que contribuyan al desarrollo de sistemas de gestión. Se propone este Trabajo de Fin de Master como un estudio y propuesta de Modelo de gestión para la formulación de Proyectos de Agua Potable y Saneamiento, financiados por el Ministerio de Vivienda, Construcción y Saneamiento del estado Peruano, se piensa iniciar con el estudio del estado a nivel Nacional e Internacional, incorporando el marco normativo propio del Ministerio en mención y adicionando los aportes obtenidos del análisis de la realidad actual, el estudio de fichas de evaluación de proyectos de la región Cajamarca en Perú, esto obtenido de la Plataforma de registro, evaluación y seguimiento de expedientes técnicos del Ministerio de Vivienda, Construcción y Saneamiento. Este trabajo de fin de máster se limita a la fase de Elaboración del Proyecto de obra de promoción pública de suministro de agua potable y saneamiento en Perú, financiada por el Ministerio de Vivienda, Construcción y Saneamiento, tomando información de la realidad en Gestión de Proyectos en la región de Cajamarca y registrados en la Plataforma de Revisión, evaluación y seguimiento de expedientes técnicos del Ministerio de Vivienda, Construcción y Saneamiento en el año 2022, con estrategia de contratación Proyecto-Licitación-Obra, modalidad de ejecución por contrata, y que tienen como promotor administración nacional, regional y provincial.
