La formación sobre Catastro y Propiedad en España. El Ingeniero en Geomática como técnico competente

Abstract

[ES] La coordinación entre el Catastro y el Registro de la Propiedad, en un modelo de catastro fiscal como el español, es una evidente necesidad. Los problemas surgidos al respecto, son un verdadero reto para los técnicos que tratan de resolverlos. En diversos países europeos existe una figura de técnico liberal, competente en temas de Catastro y Propiedad, con la formación universitaria específica correspondiente. Aún no es el caso español, pero cada vez estamos más cerca, ya que la parte de formación técnica está muy bien cubierta por los actuales Ingenieros en Geomática y Topografía; aunque para ser verdaderos especialistas requieren refuerzos formativos en materia de Catastro y en el ámbito jurídico del Registro y el Notariado. En estos momentos dicha formación se va cubriendo con distintas asignaturas específicas, cursos, charlas, conferencias, jornadas, y experiencia práctica, que cada técnico va acumulando a lo largo de su vida, buscando la especialización. Ahora, con la nueva Ley 13/2015, cobra mayor importancia la cartografía georreferenciada, por ello el papel del técnico competente será sin duda mucho más relevante; y por consiguiente su mejor preparación le permitirá ser más eficaz.

[EN] Coordination between the Cadastre and Land Registry is evidently necessary in the Spanish fiscal cadastral model. The problems that arise from this are certainly a challenge for the technicians who attempt to overcome them. A liberal technician figure with specific university training exists in several European countries, who is competent in Cadastre and Property themes. This is still not the case in Spain, but we are coming increasingly closer to achieving it since part of the technical training is well covered by today’s Land Surveyors (Degree in Geomatics and Topography Engineering). However, true specialists require more training in Cadastre and more practice in the legal Land Registry domain and the Notary profession. Currently this information is covered by different specific subjects, courses, talks, conferences, events, etc., and practical experience, which each technician accumulates during his/her working life while seeking specialisation. Today with new Law 13/2015, which brings us closer to coordination, technicians’ training in this aspect is increasingly necessary to face what is to come; the better trained we are, the efficient we will be.
