Plan local de prevención de incendios forestales del término municipal de Genovés (Valencia)

Abstract

[ES] En los montes mediterráneos los incendios tienen una presencia repetida, con una intensidad en crecimiento debido al aumento de la superficie forestal, de la densidad de vegetación y de la mayor presencia de residencias en zonas forestales (interfaz urbano- forestal). Debido a esto se hace necesaria la redacción de Planes de prevención de incendios, ya que la localidad objeto de este plan presenta una superficie continua igual o superior a 500 hectáreas de terreno forestal. En el plan local de prevención de incendios forestales de Genovés se contemplaran y ampliaran las actuaciones de ámbito municipal que se proponen en el plan de prevención de incendios forestales de la demarcación, así como nuevas propuestas de ámbito local (principalmente infraestructuras de orden 3) y/o adaptaciones/modificaciones (siempre justificadas) de las especificadas en el plan de prevención de incendios forestales de demarcación. Se proponen además actuaciones de carácter estructural, concienciación y económicas, orientadas a complementar las políticas locales de prevención de incendios forestales entendidas en un sentido clásico implementando las lecciones aprendidas en las últimas décadas y ante el reto que suponen los incendios forestales de 4ª y 5ª generación. La prevención de incendios actual debe, a su vez, orientarse a la creación de oportunidades de control y la creación de estructuras a escala de paisaje que genere fuegos de menor intensidad o al menos dentro de la capacidad de extinción en parte de su recorrido. Para la consecución de estos objetivos se establecerán contenidos de índole técnica, social, estructural/ambiental y económica con el fin de abordar la prevención desde todas sus dimensiones. El Plan local a redactar se adaptará a la realidad del municipio, estableciendo actuaciones que presenten viabilidad y una mayor eficiencia y eficacia desde el punto de vista técnico y económico, sin perder de vista que el principal objetivo es la conservación de los espacios forestales del municipio. Por otra parte, será un documento flexible que podrá ir desarrollándose en función de las necesidades y prioridades de cada momento en que se vayan a ejecutar las actuaciones detalladas en el Plan. En definitiva, el Plan Local de Prevención de Incendios Forestales pretende ser una herramienta fundamental que ayudará a la protección y conservación del valioso patrimonio natural del municipio, así como a mejorar la seguridad de los ciudadanos y de los medios de emergencia en caso que tengan que actuar. Para ello, se redactará un documento acorde a las directrices, las necesidades y oportunidades del municipio de Genovés. En Genovés, dadas las características de su término municipal, se trabajará con la finalidad de reducir el riesgo de inicio de incendio y se plantearán actuaciones en materia de selvicultura preventiva y mejora de las infraestructuras ya presentes en dicho termino municipal y que serán de gran apoyo tanto en la prevención como en una posible extinción de un incendio. Para ello se realizará un estudio previo de la zona, para saber las características y los medios de los que se disponen, proponiendo otros medios/infraestructuras en aquellas zonas en la que no haya presencia (Puntos de agua, pico de vigilancia, carreteras de acceso, cortafuegos, etc.). Con lo dicho anteriormente se pretende evitar un incendio tanto en las masas forestales en regeneración como en las ya establecidas, y que permitan conservar el paisaje e incrementar la calidad ambiental del entorno local, minimizando el riesgo de que se produzca y en el caso de que se ocasionara que este tuviera las mininas consecuencias.

On the other hand, it will be a flexible document that can be developed depending on the needs and priorities of each moment in which the actions detailed in the Plan will be executed. In short, the Local Plan for the Prevention of Forest Fires aims to be a fundamental tool that will help protect and conserve the valuable natural heritage of the municipality, as well as to improve the security of the citizens and the means of emergency in case they have to Act. To do this, a document will be drawn up according to the guidelines, needs and opportunities of the municipality of Genovés. In Genovés, given the characteristics of its municipal term, it will work to reduce the risk of starting a fire and will present actions on preventive forestry and improvement of the infrastructures already present in said municipal term and that will be of great support both in the prevention and in a possible extinction of a fire.
