El empleo en el sector forestal de la Comunitat Valenciana: caracterización, análisis de fuentes estadísticas y propuesta de sistematización

Abstract

[ES] El sector forestal presenta diferentes problemas y carencias de diversa índole, uno de ellos radica en la infravaloración del potencial del sector forestal como generador de empleo, particularmente en el medio rural. Dicho problema deriva de la falta de información sobre la empleabilidad de una forma sistematizada, debido a que las distintas actividades relacionadas con el sector forestal se consideran de forma dispersa en las distintas estadísticas sectoriales (sector primario, secundario, servicios públicos y privados), a la par que muchas estadísticas consideran como empleo forestal el derivado únicamente del sector primario (aprovechamientos forestales y silvicultura). . Esta situación ha desembocado en la infravaloración del sector y de las posibilidades reales que ofrece (como las derivadas de la bioeconomía y la gestión del medio ambiente). Esto lleva tanto a una menor atención tanto en las políticas rurales como en la imagen que proyecta el sector en las diferentes titulaciones universitarias y ciclos formativos del ámbito forestal. El objetivo de este trabajo se centra en analizar e identificar el potencial real del sector forestal como generador de empleo en la Comunidad Valenciana. Para ello, se pretende realizar una búsqueda y análisis sistematizado de las diferentes fuentes de información estadística (oficial y procedentes del sector) sobre los diferentes tipos de empleo en el sector. Ello llevará a establecer: (a) una tipología de empleos forestales según el tipo de actividad y (b) un protocolo de seguimiento de fuentes estadísticas para poder replicar este estudio en el futuro y obtener así información sobre la dinámica del sector. Asimismo, el trabajo permitirá identificar las necesidades de información adicional para contar con una base adecuada para cuantificar y caracterizar el empleo forestal en la Comunidad Valenciana.

[EN] The forestry sector presents different problems and deficiencies of various kinds, one of them lies in the underestimation of the potential of the forestry sector as a generator of employment, particularly in rural areas. This problem derives from the lack of information on employability in a systematized form, because the different activities related to the forestry sector are considered in a dispersed way in the different sectoral statistics (primary sector, secondary sector, public and private services). At the same time, many statistics consider forestry employment as derived only from the primary sector (forest exploitation and forestry). This situation has led to the undervaluation of the sector and the real possibilities it offers (such as those derived from the bioeconomy and the management of the environment). This leads to less attention both in rural policies and in the image projected by the sector in the different university degrees and training courses in forestry. The objective of this paper is to analyze and identify the real potential of the forestry sector as a generator of employment in the Valencian Community. For this purpose, it is intended to carry out a systematized search and analysis of the different sources of statistical information (official and from the sector) on the different types of employment in the sector. This will lead to establish: (a) a typology of forest jobs according to the type of activity and (b) a follow-up protocol of statistical sources to be able to replicate this study in the future and obtain information on the dynamics of the sector. Also, the work will allow to identify the needs for additional information to have an adequate basis to quantify and characterize forest employment in the Valencian Community.
