Plan Local de Prevención de Incendios Forestales del T.M. de Fuenterrobles (Valencia)

Abstract

[ES] La problemática de los incendios forestales se manifiesta en regiones con estación cálida y seca como es el caso de la Región Mediterránea y por extensión la Comunidad Valenciana. Las condiciones climáticas y de vegetación de cada zona, la influencia de los vientos desecantes, las características económicas y sociales que se dan dentro del territorio valenciano confieren una entidad particular en materia de incendios forestales. Los incendios forestales son un fenómeno que genera debate, alarma y rechazo social. Su carácter repentino y destructivo es visto por la sociedad en general, como uno de los principales problemas de los montes valencianos. La creciente demanda de uso recreativo en los montes, unido a una mayor conciencia medioambiental por parte de la sociedad, convierte la gestión de este fenómeno en una actividad prioritaria para la administración forestal. Es por ello que mediante el presente Trabajo Final de Máster (TFM), se persigue la elaboración y redacción del Plan Local de Prevención de Incendios Forestales (PLPIF) para el término municipal de Fuenterrobles. Realizando un análisis específico del término municipal de Fuenterrobles para establecer las medidas y actuaciones en materia de prevención de incendios forestales, encaminadas a la defensa de los terrenos forestales, la protección de personas, bienes e infraestructuras, mediante la adopción de una política adaptada a las necesidades y posibilidades del municipio. Con el propósito de reducir el riesgo de inicio de incendios forestales, así como la magnitud y peligrosidad en caso de producirse. Priorizando la reducción del riesgo y la vulnerabilidad del medio natural, de la población y sus bienes. Aunque en la historia reciente del municipio, últimos 30 años, no se ha producido ningún incendio forestal de gran magnitud. Con la redacción del PLPIF se pretende disminuir la probabilidad de que pueda producirse cualquier incendio de esta naturaleza (prevención), y por otro lado también se pretende disminuir la peligrosidad del incendio forestal una vez este se haya producido. Por lo tanto, esta planificación servirá de hoja de ruta al Ayuntamiento de Fuenterrobles para llevar a cabo durante los próximos 15 años, desde la aprobación del PLPIF, las medidas preventivas ante los incendios forestales en el término municipal.

Carrying out a specific analysis of the municipality of Fuenterrobles to establish measures and actions in the field of forest fire prevention, aimed at the defense of forest lands, the protection of people, property and infrastructure, through the adoption of a policy adapted to the needs and possibilities of the municipality. With the purpose of reducing the risk of starting wildfires, as well as the magnitude and danger in case of occurrence. Prioritizing the reduction of risk and vulnerability of the natural environment, the population and its assets. Although in the recent history of the municipality, last 30 years, there has been no major forest fire. The purpose of the PLPIF is to reduce the likelihood of any fire of this nature (prevention), and on the other hand, it is also intended to reduce the danger of forest fire once it has occurred. Therefore, this planning will serve as a roadmap to the City of Fuenterrobles to carry out during the next 15 years, since the approval of PLPIF, preventive measures against forest fires in the municipality.
