Estudio de viabilidad de las actuaciones de acondicionamiento y ampliación del Muelle Sur del Puerto de Valencia

Abstract

[ES] El Puerto de Valencia es el puerto más grande de España y de la cuenca del Mar Mediterráneo siendo su volumen de tráfico de aproximadamente 64 millones de toneladas anuales. Dicho puerto es gestionado por la Autoridad Portuaria de Valencia (APV), la cual se ve en la obligación de actuar sobre el Muelle Sur (muelle de graneles sólidos) debido al mal estado actual de la infraestructura. El presente Trabajo Final de Máster tiene como objeto realizar un análisis de viabilidad económico-financiero de un proyecto de inversión portuario aplicando la metodología MEIPOR (Método de Evaluación de Inversiones Portuarias, aplicable a este tipo de proyectos). Así, se determinará si el proyecto "Estudio de viabilidad de las actuaciones de acondicionamiento y ampliación del Muelle Sur del Puerto de Valencia" genera valor tanto desde una perspectiva económica como financiera, y si cumple los objetivos que llevaron a plantear su realización. Con este proyecto se pretende cubrir la necesidad de renovar el muelle, pues su estado actual es crítico y su continuidad podría verse comprometida, dotando al mismo de los niveles de servicio y seguridad adecuados para mantener los tráficos habituales de graneles sólidos. Adicionalmente, se pretende ampliarlo e incrementar su capacidad portante para que en él puedan atracar buques de mayores dimensiones e instalarse grúas de mayor capacidad y rendimiento, que permitan atender las futuras demandas. La metodología a aplicar incluye un análisis del contexto y principales objetivos del proyecto, así como una previsión de la futura demanda de tráfico de graneles sólidos, la definición de las situaciones con y sin proyecto, un análisis de alternativas y elección de aquella que cubra las necesidades y objetivos de manera más eficiente, un análisis financiero y otro económico así como uno de sensibilidad y riesgos. Además, se tendrán en cuenta las externalidades producidas por la ejecución y explotación del proyecto, y se estudiará la eficiencia ambiental de las operaciones que se realizan en el muelle. Tomando como base los resultados obtenidos en este análisis se decidirá si el proyecto a realizar es aceptable y adecuado, o por el contrario, no lo es.

[EN] The Port of Valencia is the largest one in Spain and in the Mediterranean basin; its traffic volume is approximately 64 million tons per year. This port is managed by the Port Authority of Valencia (APV), which has been forced to act on the South Dock (solid bulks dock) due to the deterioration of the current infrastructure. The purpose of this master's degree final project is to carry out an economic-financial viability analysis of a port investment project applying the MEIPOR methodology (Port Investment Evaluation, applicable to this type of projects). In this way, it will be determined whether the project "Feasibility study of the refurbishment and extension of the South Dock of the Valencia's Port" generates value both from an economic and financial perspective, and if it accomplishes the targets that have led to consider its development. This project aims to cover the need to renew the aforesaid dock, as its current state is critical and its continuity could be compromised, providing it with the appropriate service and safety levels to maintain the usual traffic of solid bulks. In addition, it is intended to extend the existing dock with bigger capacity. Moreover, it will allow to berth bigger ships and to install cranes with larger capacity in order to meet future demands. The methodology to be applied includes an analysis of the context and the main goals of the project, a forecast of the future solid bulks traffic demand, the definition of the situation with and without the project, an analysis of alternatives and choice of the one that covers the needs and objectives more efficiently, a financial and economic analysis of the project as well as a sensitivity and risk analysis. Furthermore, the externalities produced and environmental efficiencies in the execution and later exploitation of the project will be taken in consideration to study. As a result of the analysis it will be decided if the project to be carried out is acceptable and adequate or not.
