Plan local de prevención de incendios forestales del término municipal de Tirig (Castellón)

Abstract

[EN] The Mediterranean ecosystem is strongly linked to human development, jointly generating its particular physiognomy over the centuries. Fire is undoubtedly one of the components of this system, linked to human activities. We could consider it as one more landscape generator if the balance of the system were correct, but it is not the case: there is an imbalance produced by an excess of anthropic pressure on the environment, which makes fires that are too recurrent and isolated and weakened ecosystems into a fatal combination of the environmental quality and the sustainability of our surroundings. It is therefore necessary to intervene artificially, protecting our forest areas and trying to achieve more resilient ecosystems against disturbances. Aligned with this objective of working for the environmental protection of the territory, this general planning that is proposed for the Valencian Community with the PLPIF is framed. So far there are regulations of a more general scope (forest demarcation plans) and of a more particular scope (fire prevention plans of Natural Parks) but it was necessary to homogenize and unify, to apply this planning on a local scale, with in view of the implementation of the measures. The existing regulations (state and regional) on forest fire prevention, establish the need for forest fire prevention plans for those areas where there is a high risk of fires. Within the Valencian Community, all municipalities with forest area are declared as high risk areas for forest fires (Resolution of July 29, 2005). Therefore, all municipalities with forest area must have a Local Forest Fire Prevention Plan. In this context, the municipality of Tírig, whose term includes 2,679.58 ha of forest area, according to the information collected in the Forest Fire Prevention Plan of the Vall d'Alba Demarcation, approved by Resolution of February 12, 2015 ( DOGV No. 7477 of March 3, 2015) is obliged to draft and approve a Local Forest Fire Prevention Plan. This document develops the contents that the Local Forest Fire Prevention Plan established by Order 30/2017 of November 20 of the Department of Agriculture, Environment, Climate Change and Rural Development of the Valencian Community must contain to comply with the provisions in article 140 of Decree 98/1995, which approves the Regulation of Law 3/1993, of December 9, Forestry of the Valencian Community

[ES] La normativa existente (estatal y autonómica) en materia de prevención de incendios forestales establece la necesidad de la existencia de planes de prevención de incendios forestales para aquellas zonas en las que existe un alto riesgo de incendios. En el ámbito de la Comunitat Valenciana, todos los municipios con superficie forestal están declarados como zonas de alto riesgo de incendios forestales (Resolución de 29 de julio de 2005). Por lo tanto, todos los municipios con superficie forestal deben contar con un Plan Local de Prevención de Incendios Forestales. En este contexto, el municipio de Tirig, cuyo término incluye 2.679,58 ha de superficie forestal según la información recogida en el Plan de Prevención de Incendios Forestales de la Demarcación de Vall d¿Alba, aprobado mediante Resolución de 12 de febrero de 2015 (DOGV nº 7477 de 3 de marzo de 2015) queda obligado a la redacción y aprobación de un Plan Local de Prevención de Incendios Forestales. El presente documento desarrolla los contenidos que debe contener el Plan Local de Prevención de Incendios Forestales establecidos por la Orden 30/2017 de 20 de noviembre de la Consellería de Agricultura, Medio Ambiente, Cambio Climático y Desarrollo Rural de la Comunitat Valenciana para cumplir lo establecido en el artículo 140 del Decreto 98/1995, por el que se aprueba el Reglamento de la Ley 3/1993, de 9 de diciembre, Forestal de la Comunidad Valenciana.
