Vivienda social en la Comunitat Valenciana. Un análisis de las propuestas premiadas de la provincia de Valencia en los concursos del Instituto Valenciano de la Vivienda S.A.

Abstract

[ES] Desde la toma de consciencia de la cantidad de personas que precisan de vivienda social por sus condiciones de vulnerabilidad o riesgo de exclusión socioeconómica, se ha producido, coincidiendo con los inicios de la industrialización hasta nuestros días, un debate en torno a cómo debe producirse, construirse y gestionarse todo lo referente a la vivienda pública, desde las leyes hasta los concursos o las tipologías que deben emplearse.

Siendo especialmente desarrollada en el siglo XX tanto en Europa como en España, ha tenido su máximo exponente en el paso del siglo XX al XXI en la Comunitat Valenciana en los concursos de vivienda desarrollados por el Instituto Valenciano de Vivienda S.A.

Reconociendo el valor del contexto histórico y socioeconómico que nos han precedido, se realiza un recorrido a la historia y situación sociales y económicas más recientes, a fin de situar a la Comunitat Valenciana en su contexto.

Así mismo se tienen en cuenta las reflexiones recientes en materia de vivienda social, así como la legislación que la afecta, como punto de partida para un poder realizar un análisis de manera pertinente.

Con todo ello se seleccionan los 3 concursos construidos a raíz de los concursos del IVVSA, descubriendo en ellos tanto las virtudes de la reflexión tipológica que permite la vivienda social como las limitaciones que las normativas y el presupuesto le suponen. Ello lleva a preguntarse sobre el futuro que le espera a la vivienda social, la cual es condicionada desde múltiples ámbitos.

[EN] Since the increase of the awareness of the number of people who need social housing due to their conditions of vulnerability or risk of socioeconomic exclusion, debates about social housing have been taking place. This started with the industrialization of the society and it is still an issue that matters nowadays. Those debates argue about everything related with social housing. They include topics such as how it should be produced, built, and managed, the laws that affect it and the competitions that should be organized to produce it.

Being specially developed in the 20th century both in Europe and Spain, it has had its greatest exponent in the competitions held by the Instituto Valenciano de la Vivienda S.A in the change from the 20th to the 21st century.

Recognizing the value of the historical and socioeconomic context that have preceded us, the research starts by analyzing the most recent history. To further improve the analysis, it is also included an investigation about the recent social and economic situation. It all helps to place the Valencian Community in its own context.

Likewise, recent reflections on social housing are considered, as well as the legislation that affects it, as a starting point for a pertinent analysis to be done.

With all of this beared in mind, the 3 competitions that resulted in built proposals because of the IVVSA competitions are selected. In them it is discovered both the virtues of the typological reflection that social housing allows and the limitation that the regulations and the budget imply. This leads to wondering about the future that social housing will face in the next years, which is conditioned from multiple areas.
