Aplicación de ciencia de datos para la recomendación de los parámetros de planeamiento urbanístico, a partir de la base de datos del COIAL

Abstract

[ES] La actividad industrial y empresarial es clave en el desarrollo de la economía y es necesario la apoyarla desde las políticas públicas. La competitividad industrial de un territorio viene muy condicionada por la oferta de suelo industrial, ya que se trata, en definitiva, del soporte físico sobre el que las empresas desarrollan su actividad. El planeamiento urbanístico de este suelo necesita estar actualizado y adaptado a las necesidades de la industria, para permitir el desarrollo de la actividad industrial y con ello, de la economía. De no ser así, constituye en la práctica un fuerte impedimento para el desarrollo industrial, echando por tierra el resto de acciones públicas y privadas orientadas a un crecimiento industrial.

La Comunidad Valenciana es una región eminentemente industrial, en concreto el segundo territorio con más ocupaciones industriales, por detrás de Cataluña. Además, el Plan Estratégico de la Industria Valenciana 2018-2023 plantea el objetivo estratégico de mejorar la competitividad de los sectores manufactureros, diseñando una política industrial totalmente operativa y aplicable orientada a la acción y a la realidad de los diferentes sectores industriales.

Por otro lado, entre los Retos Estratégicos, referidos al conjunto de la industria, destaca el objetivo de hacer más eficientes los plazos de resolución y otras actividades destacadas como son las altas de nuevos proyectos o ampliaciones de actividad desde la Administración.

Para poder conseguir estos objetivos, es necesario que el planeamiento urbanístico esté actualizado y adaptado a las necesidades de la industria. Si el objetivo de la Comunidad Valenciana en la industria es facilitar su desarrollo y crecimiento, debe permitirlo e incluso promoverlo con un planeamiento urbanístico adaptado.

Este hecho se considera vital para desarrollar la Estrategia Territorial de la Comunidad Valenciana y permitir el crecimiento industrial y económico de la región.

Con la intención de facilitar a las instituciones competentes el desarrollo de un planeamiento urbanístico adaptado a las necesidades industriales actuales y futuras, el objetivo principal de este trabajo es establecer recomendaciones de los valores que debería adoptar un planeamiento para tal fin. Desarrollar planeamientos con estos valores, obtenidos mediante datos reales y procesos estadísticos rigurosos, contribuirá a llevar llevar a cabo la Estrategia Territorial de la Comunidad Valenciana.

Para corroborar y cuantificar la incompatibilidad entre el planeamiento urbanístico actual y las necesidades de la industria se ha realizado un análisis estadístico empleando el lenguaje de programación R y se ha utilizado la mejor fuente de datos de proyectos de industrias agroalimentarias en la Comunidad Valenciana, la base de datos del Colegio Oficial de Ingenieros Agrónomos de Levante. A través de R, y con estos datos, se han cuantificado también las necesidades urbanísticas de la industria actual y se han proporcionado los valores de planeamiento urbanístico óptimos de forma totalmente objetiva.

[EN] Industrial and business activity is key in the development of the economy and it is necessary to support it from public policies. The industrial competitiveness of a territory is highly conditioned by the supply of industrial land, since it is, ultimately, the physical support on which companies carry out their activity. The urban planning of this ground needs to be updated and adapted to the needs of the industry, to allow the development of industrial activity and, ultimately, of the economy. Otherwise, it constitutes in practice a strong impediment to industrial development, destroying the rest of public and private actions aimed at industrial growth. The Comunidad Valenciana is an eminently industrial region, specifically the second territory with the most industrial occupations, behind Cataluña. In addition, the Strategic Plan for the Valencian Industry 2018-2023 sets out the strategic objective of improving the competitiveness of the manufacturing sectors, designing a fully operational and applicable industrial policy oriented towards action and the reality of the different industrial sectors. On the other hand, among the Strategic Challenges, referring to the industry as a whole, the objective of making resolution periods and other activities more efficient, such as the registration of new projects or extensions of activity from the Administration, stands out. To achieve these objectives, it is necessary that urban planning be updated and adapted to the needs of the industry. If the objective of the Comunidad Valeciana in the industry is to facilitate its development and growth, it must allow it and even promote it with adapted urban planning. This fact is considered vital to develop the Territorial Strategy of the Comunidad Valenciana and allow the industrial and economic growth of the region. In order to facilitate the competent institutions the development of urban planning adapted to current and future industrial needs, the main objective of this work is to establish recommendations of the values that a planning should adopt for this purpose. Developing plans with these values, obtained through real data and rigorous statistical processes, will allow the Territorial Strategy of the Comunidad Valenciana to be carried out. To corroborate and quantify the incompatibility between current urban planning and the needs of the industry, a statistical analysis has been carried out using the R programming language and the best data source of agri-food industry projects in the Valencian Community has been used, the database of data from the Official College of Agricultural Engineers of Levante. Through R, and with these data, the urban needs of the current industry have also been quantified and the optimal urban planning values have been provided in a completely objective way.
