Plan de actuación municipal ante el riesgo de inundación de Villalonga

Abstract

Para afrontar las necesidades de organización y planificación ante una emergencia por inundación, la Generalitat Valenciana elaboró en el año 1999 el Plan Especial ante el Riesgo de Inundaciones en la Comunitat Valenciana. En él se especifica que los municipios que se encuentren con riesgo medio o alto según el PATRICOVA, o estén en Zona I ó II en el Plan de Emergencia de Presas que tengan en cabecera, deben de realizar un Plan de Actuación Municipal Ante el Riesgo de Inundación. El municipio de Villalonga está catalogado como de Riesgo Bajo pero se encuentra en Zona II en el Plan de Emergencia de Presas de Beniarres El presente Plan tiene por objeto garantizar la actuación rápida, eficaz y coordinada de los recursos públicos o privados en situaciones de emergencia por inundaciones. En este trabajo se analizan las zonas de riesgo del municipio, se determinan los puntos de vigilancia y los puntos críticos para hacer un seguimiento ante la situación de fuertes lluvias o tormentas, así como el establecimiento de un Centro de Coordinación Municipal (CECOPAL), que gestionará y coordinará la situación de emergencia.

To face the needs of organization and planning in case of a flood emergency, the Generalitat Valenciana developed in 1999 the Special Plan because of the Flood Risk in the Valencian Community. It is specified that the municipalities that are with medium or high risk according to the PATRICOVA, or are in zone I or II in the Plan of Dams Emergency, must carry out a Plan for Municipal Action before the Flood Risk. The municipality of Villalonga is classified as low risk but it is located in Zone II in the Emergency Plan Beniarrés Dam This Plan is designed to ensure the fast, effective acting and coordinated the public or private resources in emergency situations caused by floods. In this paper the risk areas of the town of Villalonga will be analyzed. Monitoring and the critical points are determined for being followed-up before the situation of heavy rains or storms, as well as the establishment of a Municipal Coordination Centre (CECOPAL), which will manage and coordinate the emergency situation.
