El procedimiento de valoración catastral y su regularización

Abstract

[ES] Si bien existen varias figuras tributarias que gravan los bienes inmuebles, el Catastro es el único organismo de la Administración que tiene entre sus fines la valoración masiva y periódica de todos los bienes inmuebles, con un grado de compromiso y responsabilidad que se ha multiplicado consecuencia de la crisis que afecta a la economía mundial desde hace unos años. En esta situación surge el Procedimiento de Regularización, que persigue principalmente la actualización de la información física de los inmuebles que han sufrido alteraciones de cierta relevancia no declaradas, así como la incorporación de construcciones rústicas indispensables. Por otro lado la Dirección General del Catastro se propuso dotar al sistema de la flexibilidad suficiente para reducir la inadecuación que pudiera existir entre el valor catastral y el valor de mercado. En este contexto surge el Observatorio Catastral del Mercado Inmobiliario, que tiene como objetivo dotar al Catastro de un valor estadístico de mercado permanentemente actualizado. Es fácil comprender el interés mediático que despierta cada cambio normativo. Se incluye por tanto una recopilación de las noticias publicadas en el curso de los últimos meses en relación con los nuevos procedimientos.

[EN] While there are several taxes that levied on real estate, the Cadastre is the only government agency that has among its aims the massive and regular assessment of all real estate, with a degree of commitment and responsibility that has been multiplied because of the crisis affecting the global economy since a few years ago. In this situation the regularization procedure currently in progress arises, which mainly aims to update the physical information of real estate that have suffered not stated significance alterations, as well as the incorporation of essential rustic buildings. On the other hand the Cadastre General Directorate wanted to provide the system of the right flexibility to reduce the inadequacy that might exist between the real estate value and the market value. In this context arises the Cadastral Observatory of Real Estate Market, which aims to provide the Cadastre of a statistical value of permanently updated market. It is easy to understand the media interest aroused by each regulatory change. Therefore it includes a compilation of the news published in the last few months in connection with the new procedures.
