Estudio comparativo de declaración como Bien de Interés Cultural (BIC) de edificios históricos

Abstract

[ES] El presente Trabajo fin de grado trata sobre el Patrimonio Histórico y Cultural, en general, para luego centrarse en los bienes inmuebles y en los Edificios Históricos, en particular. Pretende servir de guía, no sólo para el técnico que realice funciones en administraciones públicas, sino también para cualquiera que tenga interés en la materia. Para ello, se analizan las distintas normativas tanto estatales como autonómicas, en concreto de la Comunidad de Castilla y León y la Comunidad Valenciana a fin de simplificarlas y buscar puntos en común y, de este modo, poder realizar este estudio comparativo sobre las distintas formas de valorar y proteger los Edificios Históricos y su declaración como Bien de Interés Cultural, ya sean competencia del Estado, que se rigen por la normativa estatal o de competencia autonómica, que se rigen por la normativa de la Comunidad Autónoma, independientemente de si su titularidad es pública o privada.

[EN] This paper raises the issue of the Historical and Cultural Heritage to then focus on the immoveable property of that heritage, especially on the Historical Buildings. It is intended to serve as guidance, not only for the technician who carry out his duties at the public administration, but also for anyone who is interested on the topic. Therefore, the different regulations, both state and autonomic, in particular the regulation of the Castilla and León and the Valencian Autonomous Communities are analyzed, with the aim of simplifying them and seek common ground in order to carry out this comparative study on the different methods to value and protect Historic Buildings and their recognition as a Property of Cultural Interest, within the responsibility of the State, which are ruled by the state regulation or within the responsibility of the autonomous community, which are ruled by the regulation of the autonomous community, irrespective of whether privately or publicly owned.
