Análisis de inundabilidad y propuesta de medidas correctoras del barranco de la Saleta en el polígono industrial de Quart de Poblet (Valencia)

[ES] Actualmente, el polígono industrial de Quart de Poblet (municipio de Valencia), ubicado cerca del barranco de la Saleta (en Valencia), se enfrenta a problemas significativos relacionados con la inundabilidad. Tras el paso de la DANA en octubre de 2024 (Depresión Aislada en Niveles Altos) se han producido multitud de daños en el interior del polígono, destruyendo parte de las naves y de muchos de los muros que supuestamente las protegían. Esto, a su vez, ha evidenciado las carencias y fallos de las cartografías oficiales de inundabilidad. Este estudio tiene como objetivo analizar la fiabilidad de dichas cartografías de riesgo. Para ello se desarrollará un modelo hidráulico que permita analizar el comportamiento hidráulico de la DANA con un elevado grado de detalle en el entorno del polígono, que permitirá simular las condiciones del flujo en el área afectada. Se trabajará con una cartografía MDT (Modelo Digital del Terreno) de detalle y la modelación hidráulica se llevará a cabo con el software HEC-RAS (Hydrologic Engineering Centers River Analysis System). Los resultados de las simulaciones posibilitarán identificar discrepancias con las cartografías de riesgo oficiales (Sistema Nacional de Cartografía de Zonas Inundables y PATRICOVA), para evaluar la fiabilidad de las mismas en este entorno industrial, especialmente en periodos de retorno elevados. Asimismo, se calculará el caudal asociado al evento de la DANA (Depresión Aislada en Niveles Altos) que impacto la zona. Por ejemplo, algunos de los muros del polígono, que teóricamente deberían suponer una barrera al flujo, fallaron. Su destrucción plantea dudas sobre si el alcance de las inundaciones prevista en las cartografías de riesgo oficiales o en los modelos, son representativas de la realidad. Como propuesta de mejora, se plantearán alternativas para reducir el riesgo de inundabilidad en el polígono, seleccionando una de las soluciones mediante una evaluación multicriterio, y valorándola. En conclusión, los resultados de este estudio pretenden analizar las causas que produjeron los daños generados desde el barranco de la Saleta al polígono. Se buscará reflexionar si los parámetros de diseño inicial, incluyendo los periodos de retorno considerados, fueron adecuados para resistir fenómenos extremos como la DANA. Además, el análisis comparativo entre los datos del MDT y las simulaciones realizadas en HEC-RAS (Hydrologic Engineering Centers River Analysis System) permitirán determinar si las protecciones previstas en el polígono resultaron adecuadas para las barreras de protección en el polígono, como, por ejemplo, los muros perimetrales. Este enfoque pretende aportar una visión crítica sobre la planificación y mantenimiento de infraestructuras similares, con el objetivo de prevenir daños futuros en escenarios de eventos meteorológicos extremos.

[EN] Currently, the industrial park of Quart de Poblet (municipality of Valencia), located near the Saleta ravine (in Valencia), faces significant problems related to flooding. After the passage of DANA in October 2024 (Isolated Depression at High Levels) there has been a lot of damage inside the site, destroying part of the ships and many of the walls that supposedly protected them. This, in turn, has highlighted the shortcomings and failures of official flood maps. This study aims to analyse the reliability of these risk maps. To this end, a hydraulic model will be developed which allows the hydraulic behaviour of the DANA to be analysed with a high degree of detail in the environment of the polygon, which will allow the flow conditions in the affected area to be simulated. Work will be done with a detailed MDT (Digital Terrain Model) mapping and hydraulic modelling will be carried out using the HEC-RAS software (Hydrologic Engineering Centers - River Analysis System). The results of the simulations will make it possible to identify discrepancies with the official risk maps (National Flood Mapping System and PATRICOVA), in order to assess their reliability in this industrial environment, especially in high return periods. The flow associated with the DANA event (Isolated Depression at High Levels) that impacts the area will also be calculated. For example, some of the walls in the polygon, which should theoretically be a barrier to flow, failed. Their destruction raises doubts as to whether the extent of flooding predicted in official risk mapping or models is representative of reality. As an improvement proposal, alternatives will be considered to reduce the risk of flooding in the site, selecting one of the solutions through a multi-criteria evaluation and evaluating it.
In conclusion, the results of this study are intended to analyse the causes of the damage generated from the Saleta ravine to the site. We will consider whether the initial design parameters, including the return periods considered, were adequate to withstand extreme phenomena such as DANA. In addition, the comparative analysis between MDT data and simulations performed at HEC-RAS (Hydrologic Engineering Centers - River Analysis System) shall determine whether the protection provided for in the range was appropriate for the protective barriers in the range, such as perimeter walls. This approach aims to provide a critical view on the planning and maintenance of similar infrastructures, with the aim of preventing future damage in extreme weather event scenarios.
