Abstract

Velluters, un barrio degradado y olvidado, constituye un perfecto escenario en el que desarrollar una propuesta multidisciplinar que ayude a conectarlo con el resto del centro histórico, acabando con la gran fractura que supuso la apertura de la avenida Barón de Cárcel por la zona del mercado y haciéndolo más accesible y reconocible por la parte de la calle de Quart. Resulta, pues, imprescindible redefinir límites y consolidar los vacíos urbanos jugando con un lenguaje dual entre el lleno y el vacío (macizo-hueco).

En el caso propio se ha decidido actuar de manera más detallada en el gran espacio abierto que se hereda del antiguo convento ya que constituye en sí mismo una gran oportunidad para aumentar los espacios verdes públicos que tanto escasean en esta zona de la ciudad y por ello son tan necesarios. En esta zona se implementan espacios de juego, huertas urbanas comunitarias, espacios para hacer deporte al aire libre y zonas de gran flexibilidad con propuestas de una arquitectura efímera y cambiante, imprescindible en este siglo tan fugaz y pasajero.

Con esta propuesta se pretende no sólo dotar a la zona de los servicios y espacios que requiere si no además consolidar la manzana de manera unitaria para lograr una transformación que sea asumida por los vecinos. Para ello se pretende realizar unas labores previas de difusión, concienciación y participación de los vecinos y allegados en la toma de decisiones. Los graves problemas de desestructuración del barrio hace indispensable ejercitar una labor de pedagogía colectiva que permita el aprendizaje y la integración de los afectados. De este modo, se considera imprescindible la implicación de los colectivos del barrio para llegar a un proceso de cambio favorable que consiga de verdad mitigar los problemas sociales y económicos de Velluters. Con intención de solucionar el desarraigo y la desidia que ha sufrido este barrio en las últimas décadas se propone un proyecto general con espacios de aprovechamiento de los ciudadanos: centro cívico, talleres sociales, viviendas, espacios al aire libre, espacios de co-working y biblioteca.

Como se ha mencionado antes, el objeto de este proyecto se ha centrado en la consolidación de esa super manzana fruto de las trazas del antiguo convento. Para ello, se ha propuesto consolidar los vacíos con un sistema de vivienda modular para jóvenes. Así, se pretende la entrada de una población no envejecida en el barrio capaz de dar vida al mismo. Además, para completar la actuación, se propone una rehabilitación de las viviendas existentes que ha consistido en la incorporación de una nueva crujía, totalmente independiente, que dota de unidad al conjunto y ofrece una mejor solución constructiva, mejorando el confort térmico y la entrada de luz.

Así pues, como hemos mencionando, se pretende hacer un cambio social a través de pequeñas actuaciones que tienen por objeto la integración de los ciudadanos en el barrio, así como la integración del mismo barrio dentro de la ciudad.

This proposal aims not only to provide the area with the services and spaces they require and no longer consolidate the block of the unit form to achieve a transformation that the sea assumed by the neighbors. In order to do this, the previous tasks of dissemination, awareness and participation of the neighbors and relatives in the decision making are carried out. The serious problems of the disintegration of the neighborhood make it essential to work in a collective pedagogy that allows the learning and integration of those affected. In this way, it is considered essential the involvement of neighborhood groups to reach a process of favorable change that gets the true mitigation of social problems and Velluters prices. With the intention of solving the uprooting and the destruction that this neighborhood has suffered in the last decades, a general project is proposed with spaces of use of the citizens: civic center, social workshops, dwellings, open spaces, spaces of cooperation and library

As it was before this, the object of this project focused on the consolidation of that super apple fruit of the traces of the old convent. To this end, it has been proposed to consolidate the gaps with a modular housing system for young people. Thus, it is intended the entrance of a population not aged in the neighborhood capable of giving life to it. In addition, to complete the action, it is proposed a rehabilitation of the dwellings that has consisted in the incorporation of a new bay, totally independent, that makes of unit the whole and offers a better constructive solution, improving the thermal comfort and the entrance of light

So, as we have mentioned, it is intended to make a social change through small actions aimed at integrating citizens into the neighborhood, as well as the integration of the same neighborhood within the city.
