[ES] La Unión Europea históricamente ha mantenido y fomentado acuerdos de libre comercio con numerosos países terceros; consecuencia de estos acuerdos muchos productores agrícolas se ven afectados negativamente por la apertura de los mercados y la liberación de los intercambios bilaterales, convirtiéndose el capítulo agroalimentario en uno de los más sensibles. Uno de los casos más representativos es el de las frutas y hortalizas, siendo los países y regiones especializados en este tipo de productos los principales afectados por estos acuerdos. El análisis de los efectos de la liberación comercial es un tema académico de suma relevancia. En las últimas décadas se han desarrollado gran número de técnicas e indicadores para determinar el impacto potencial de estos acuerdos. Su utilización ex ante esta cada vez más extendida para diseñar las posiciones negociadoras y adoptar estrategias de adaptación.
Sin embargo, escasean los estudios de impacto a nivel nacional, y todavía más a nivel regional, lo que resulta especialmente grave en caso de producciones, como algunas agrícolas, muy concentradas en algunos territorios. Este TFM tiene como principal objetivo determinar la posición comercial del sector agroalimentario valenciano frente a los acuerdos de última generación más importantes firmados por la UE. Adicionalmente pretende determinar las estructuras importadoras-exportadoras coincidentes de la UE con los terceros países, además de determinar que acuerdos resultan más ventajosos para la agricultura valenciana. Para ello utiliza los indicadores de intensidad comercial, complementariedad comercial y sesgo geográfico.
Los principales resultados indican que los acuerdos comerciales establecidos por la UE entran en conflicto con determinados capítulos comerciales del sector productivo valenciano, siendo una de las principales causas la falta de un análisis previo a nivel regional. Otro de los resultados obtenidos es la existencia de una elevada complementariedad comercial de la UE con un amplio conjunto de países terceros, que hace necesaria la protección de la producción agroalimentaria intracomunitaria. Adicionalmente, los datos muestran determinados capítulos agroalimentarios, cuya comercialización puede resultar ventajosa para la región valenciana.

[EN] The European Union has historically maintained and promoted free trade agreements with many third countries; as a result of these agreements many agricultural producers are negatively affected by the opening of markets and the liberalisation of bilateral trade, making the agri-foodstuffs chapter one of the most sensitive. One of the most representative cases is that of fruit and vegetables, the countries and regions specializing in this type of product being the main ones affected by these agreements. The analysis of the effects of trade liberalisation is a highly relevant academic subject. In recent decades, a large number of techniques and indicators have been developed to determine the potential impact of these agreements. Their ex ante use is becoming increasingly widespread to design negotiating positions and adopt adaptation strategies.
However, there is a lack of impact studies at national level, and even more so at regional level, which is particularly serious in the case of production, such as some agricultural products, which are highly concentrated in certain territories. The main objective of this MDP is to determine the commercial position of the Valencian agri-food sector in relation to the most important latest generation agreements signed by the EU. It also aims to determine the import and export structures which coincide with those of the EU and third countries, as well as determining which agreements are most advantageous for Valencian agriculture. To do this, it uses indicators of trade intensity, trade complementarity and geographical bias.
The main results indicate that the trade agreements established by the EU are in conflict with certain trade chapters of the Valencian productive sector, one of the main causes being the lack of prior analysis at regional level. Another of the results obtained is the existence of a high level of trade complementarity between the EU and a wide range of third countries, which makes it necessary to protect intra-Community agri-food production. In addition, the data show certain agri-food chapters, the marketing of which may be advantageous for the Valencia region.
