Plan de Acción Territorial del área funcional de La Safor (Valencia)

Abstract

[ES] El trabajo académico tiene como propósito la redacción de un Plan de Acción Territorial (PAT) para el ámbito territorial del área funcional de la Safor.

Un Plan de Acción Territorial es un instrumento de ordenación territorial definido en el artículo 16 del Decreto Legislativo 1/2021, de 18 de junio, del Consell de aprobación del texto refundido de la Ley de ordenación del territorio, urbanismo y paisaje. Su definición es la siguiente: ¿Los planes de acción territorial son instrumentos de ordenación territorial que desarrollan, en ámbitos territoriales concretos o en ámbitos sectoriales específicos, los objetivos, principios y criterios de la Estrategia Territorial de la Comunitat Valenciana. Su ámbito puede comprender, en todo o en parte, varios términos municipales.¿

En este caso, el trabajo se centra en el Área funcional de la Safor con un total de 31 municipios, de los cuales destacan por su cantidad de población y superficie: Gandía, Tavernes de la Valldigna y Oliva. En los últimos años ha incrementado la población en Gandía y sus alrededores, esto ha producido la formación de una de las áreas urbanas integradas más pobladas de la Comunidad Valenciana. En el TFM se analizarán los efectos actuales y potenciales que está produciendo dicho fenómeno en el ámbito de estudio.

Para ello, se emplea la metodología de la ordenación del territorio estructurada en las fases siguientes: primero, establecer unos objetivos que se pretenden alcanzar; segundo, realizar un análisis territorial donde se observará la situación actual y la evolución tendencial del territorio; tercero, realizar un diagnóstico territorial para conocer la problemática y el modelo territorial actual; y por último, una planificación territorial para así definir el modelo territorial futuro que se considerará óptimo y las propuestas que permitan conseguirlo.

En cuanto a la estructura del TFM constará de tres grandes bloques: un primer bloque dedicado a la memoria donde se hará una introducción al trabajo hablando del objeto, el marco legal actual y vigente etc. Seguidamente, se caracterizará el ámbito de estudio, así como los objetivos territoriales, para continuar con el análisis y diagnóstico territorial y así en un segundo bloque, en la memoria de ordenación poder plantear propuestas de mejora y soluciones. El tercer bloque estará dedicado a los planos de información y de ordenación del ámbito de estudio. Con todo ello, se obtendrá una propuesta académica para establecer un Plan de acción en el área funcional de la Safor.

[EN] The purpose of the academic work is the drafting of a Territorial Action Plan (PAT) for the territorial scope of the functional area of Safor.

A Territorial Action Plan is a territorial planning instrument defined in Article 16 of Legislative Decree 1/2021, of 18 June, of the Consell of approval of the consolidated text of the Law of planning of the territory, urbanism and landscape. Its definition is as follows: "Territorial action plans are instruments of territorial planning that they develop, in specific territorial areas or in specific sectoral areas, the objectives, principles and criteria of the Territorial Strategy of the Valencian Community. Its scope may comprise, in whole or in part, several municipal terms."

In this case, the work focuses on the Functional Area of the Safor with a total of 31 municipalities, of which stand out for their amount of population and surface: Gandía, Tavernes de la Valldigna and Oliva. In recent years the population has increased in Gandía and its surroundings, this has produced the formation of one of the most populated integrated urban areas of the Valencian Community. The TFM will analyze the current and potential effects that this phenomenon is producing in the field of study.

To this end, the methodology of structured spatial planning is used in the following phases: first, to establish objectives that are intended to be achieved; second, to carry out a territorial analysis where the current situation and the trend evolution of the territory will be observed; third, to carry out a territorial diagnosis to know the problems and the current territorial model; and finally, a territorial planning in order to define the future territorial model that will be considered optimal and the proposals that allow to achieve it.

As for the structure of the TFM, it will consist of three main blocks: a first block dedicated to memory where an introduction to the work will be made talking about the object, the current and current legal framework etc. Then, the scope of study will be characterized, as well as the territorial objectives, to continue with the analysis and territorial diagnosis and thus in a second block, in the management report to be able to propose proposals for improvement and solutions. The third block will be devoted to information and planning plans for the study area. With all this, an academic proposal will be obtained to establish an Action Plan in the functional area of Safor.
