Accesibilidad digital y discapacidad: estudio desde una perspectiva centrada en las personas

Abstract

[EN] The aim of this research is to obtain data that allow us to know the digital divide to which the group for persons with disabilities is exposed. The present study, which has had the Valencian Community as its framework, as a pilot, could be extended to the rest of Spain. To obtain the results presented a quantitative measurement has been carried out on a population of 390 respondents and a qualitative analysis on 35 people with different disabilities. The value of the study resides in its antecedents, to the extent that there are few references in this regard in general reports on ICT in Spain, and not enough studies have been identifed on the indicators necessary to measure this type of situation. The main objective of this study is to establish a relationship between independent living, degree of exclusion and participation, and digital accessibility. Thereby, it is intended to obtain objective references on possible technological gaps faced by both these people and the associative and welfare movement that represents them. This study, carried out between March and July 2021, has had the fnancial support of the General Directorate for the Fight Against the Digital Divide of the Generalitat Valenciana.

[ES] El objeto de esta investigación es la obtención de datos que nos permitan conocer la brecha digital a la que está expuesto el colectivo de personas con discapacidad. El presente estudio, que ha tenido como marco la Comunidad Valenciana, podría extenderse al resto de España. Para obtener los resultados que se presentan se ha realizado una medición cuantitativa sobre una población de 390 personas y un análisis cualitativo sobre 35 de ellas, con distintas discapacidades. El valor del estudio reside en sus antecedentes, en la medida que existen pocas referencias al respecto en informes generales sobre TIC en España y no se han identificado suficientes estudios sobre los indicadores necesarios para medir este tipo de situaciones. El objetivo principal de este estudio es establecer una relación entre vida independiente, grado de exclusión y participación, y accesibilidad digital. De este modo se pretenden obtener referencias objetivas sobre posibles brechas tecnológicas a las que se enfrentan tanto estas personas como el movimiento asociativo y asistencial que les representa. Este estudio, desarrollado entre marzo y julio de 2021, ha contado con el apoyo económico de la Dirección General de Lucha Contra la Brecha Digital de la Generalitat Valenciana.
